AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute Letter of Consent
Authorizing Amtrak to Perform Accessibility Improvements on Portions of City
Property Adjacent to Railroad Right of Way

RECOMMENDED ACTION Adopt Resolution Authorizing City Manager to Execute Letter of
Consent Authorizing Amtrak to Perform Accessibility Improvements
on Portions of City Property Adjacent to Railroad Right of Way
BACKGROUND INFORMATION: The City of Lodi Multi Modal Transit Station (Station) is located
adjacent to the Union Pacific Railroad track between Pine Street
and Walnut Street east of Sacramento Street.
The Station was relocated from its original location just north of Pine Street in 1999 and serves as a
transit hub for the City's GrapeLine fixed route, VineLine paratransit services, and general public Dial -A -
Ride service, as well as other transit agencies such as San Joaquin Regional Transit District (RTD),
South County Transit (SCT), Greyhound and Amtrak rail service. The facility was designed and
constructed in accordance with the Americans with Disabilities Act (ADA) requirements in effect at that
time.
Amtrak has conducted a property survey and performed an ADA assessment of all portions of the Station
for which Amtrak has ADA responsibility (primarily railroad right of way). This information was used to
determine the Amtrak locations where ADA improvements are needed to comply with current
requirements. Amtrak commissioned an engineering firm to prepare plans and specifications for this work
and at this time the plans are 90% complete. All work performed on City property will be constructed in
accordance with City standards.
The Amtrak design process has determined that in order to perform the needed ADA improvements on
those portions of railroad right of way that lie adjacent to City property, portions of City property will also
need improvements to accommodate the modifications. It is for these City owned locations that Amtrak
is requesting the letter of consent authorizing the installation of improvements.
Staff recommends Council adopt a resolution authorizing the City Manager to execute a letter of consent
authorizing Amtrak to perform accessibility improvements on portions of City property adjacent to railroad
right of way.
FISCAL IMPACT: The cost of constructing the proposed ADA improvements on both railroad
and City property will be funded by Amtrak.
FUNDING AVAILABLE: Not applicable.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE A LETTER OF CONSENT
AUTHORIZING AMTRAK TO PERFORM ACCESSIBILITY
IMPROVEMENTS ON PORTIONS OF CITY PROPERTY
ADJACENT TO RAILROAD RIGHT OF WAY
WHEREAS, the City of Lodi Multi Modal Transit Station (Station) is located adjacent to
the Union Pacific Railroad track between Pine Street and Walnut Street, east of
Sacramento Street; and
WHEREAS, the Station was relocated from its original location just north of Pine Street in

WHEREAS, Amtrak has conducted a property survey and performed an ADA

WHEREAS, the Amtrak design process has determined that in order to perform the

WHEREAS, staff recommends that the City Council authorize the City Manager to
execute a letter of consent authorizing Amtrak to perform accessibility improvements on portions
of City property adjacent to railroad right of way.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute a letter of consent authorizing Amtrak to perform accessibility
improvements on portions of City property adjacent to railroad right of way; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
