AGENDA TITLE: Adopt a Resolution Authorizing the City Manager to Submit a Feasibility Study Grant
Application to the California Department of Water Resources for Grant Funding in the
Amount of $100,000 for Groundwater Recharge Facilities

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
submit a Feasibility Study Grant application to the California Department of
Water Resources for grant funding in the amount of $100,000.
BACKGROUND INFORMATION: This grant funding would facilitate a detailed feasibility study to
explore, in part, groundwater recharge possibilities. The purpose of
this proposed feasibility study is to evaluate the alternatives presented
in the City of Lodi Wastewater Master Plan for effluent treatment and
disposal and determine if percolation basins are an economically viable and environmentally beneficial
alternative to continued surface discharge. The study will identify the overall impacts of percolation
disposal on groundwater storage in accordance with the objectives of the San Joaquin County Water
Management Plan. The study will also evaluate the groundwater quality in the area of the proposed
percolation facilities; determine mitigation measures to alleviate potential impacts to groundwater quality;
and establish a long-term monitoring program for the management of the proposed facilities in accordance
with requirements to be established by the Central Valley Regional Water Quality Control Board. Finally, a
continued dedication to community involvement, which has played a major role throughout the Master
Planning process, will be facilitated by this study.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO SUBMIT A FEASIBILITY STUDY GRANT APPLICATION TO
THE CALIFORNIA DEPARTMENT OF WATER RESOURCES FOR GRANT
FUNDING FOR GROUNDWATER RECHARGE FACILITIES
WHEREAS, staff recommends submitting a Feasibility Study Grant application to the
California Department of Water Resources to obtain grant funds in the amount of
$100,000.00 for Groundwater Recharge Facilities; and
WHEREAS, the purpose of this proposed feasibility study is to evaluate the
alternatives presented in the City of Lodi Wastewater Master Plan for effluent treatment and
disposal and determine if percolation basins are an economically viable and environmentally
beneficial alternative to continued surface discharge; and
WHEREAS, the study will identify the overall impacts of percolation disposal on

WHEREAS, the study will also evaluate the groundwater quality in the area of the

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to submit a Feasibility Study Grant application to the California
Department of Water Resources for grant funding in the amount of $100,000.00 for
Groundwater Recharge Facilities.
