CITY OF LODI COUNCIL• • OQ�/FOR�w LL AGENDA TITLE: Adopt a Resolution Approving No -Parking Zones on Ham Lane, from 230 Feet South of Cardinal to Vine Street, to Accommodate the Installation of a Continuous Two -Way, Left -Turn Lane MEETING DATE: January 17, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution approving the restriction of parking along both sides of Ham Lane, from 230 feet south of Cardinal Street to Vine Street, to accommodate the installation of a continuous two-way, left -turn lane, as shown on Exhibit A. BACKGROUND INFORMATION: Based on complaints received and accidents observed on Ham Lane at the intersections of Park and Cardinal streets, staff reviewed the segment of Ham Lane from Kettleman Lane to Vine Street. Currently, Ham Lane is one of several streets with a high number of accidents. A review of accidents from 1996 to the present indicates that the majority of accidents on this segment occurred between Cardinal Street and Vine Street. The most prevalent type of accident in this segment involved turning vehicles (Exhibit B). These include left -turn versus through and rear -end accidents. Along this segment, rear -end accidents occurred when drivers were hit due to vehicles making left -turn maneuvers. Residents in the area also indicated that many near misses have been observed. In order to reduce these types of accidents, the following two alternatives were studied: Install solid, raised median (no openings) — This alternative (Exhibit C) would eliminate left -turn related accidents on Ham Lane; however, it would also affect traffic exiting from cross streets and driveways. While daily traffic volumes on Ham Lane are relatively high (approximately 18,000 vehicles per day), a median is not warranted at this time. Medians are generally considered when, among other factors, daily traffic volumes for a four -lane roadway exceed 22,000 vehicles per day. Another disadvantage of restricting turning movements with a median is the circuitous traffic patterns and increased U-turns. These issues will need further study if this alternative is preferred. Install left -turn lane — This alternative moves the turning vehicles out of the through travel lanes, and allows left -turning drivers to not feel rushed by traffic approaching from behind. The turn lane can also be used as a refuge area when entering Ham Lane from cross streets. Turning traffic at private driveways, such as at Lodi Middle School, will also benefit. Although the advantages to turn lanes are significant, the disadvantage is the elimination of street parking. Other alternatives, such as stop signs, traffic signals, or reducing the number of travel lanes were reviewed, however, not considered for several reasons. Stops signs are not recommended due to the high volumes of traffic on Ham Lane in comparison to Cardinal and Park streets. Plus, installing stop signs at locations where they would not normally be expected would likely increase the already prevalent rear -end accidents. We would also see significant backup and delay on Ham Lane, probably worse than we see at Lockeford and Stockton streets where we have an interim four-way stop. Traffic signals were also not considered as there are several intersections from our Signal Priority Study where the need for traffic signals has already been demonstrated. Based on the number of rear -end accidents occurring in this segment, we would not recommend installing a traffic signal without left -turn lanes, which would still result in the elimination of street parking. In addition, stop signs and traffic signals do not address turning movements at private driveways. Reducing the number of travel lanes in each direction to one lane, with a continuous left -turn lane in between, was also considered, however, not recommended. This would be similar to Ham Lane north of Lodi Avenue, and Hutchins Street between Kettleman Lane and Lodi Avenue. However, volumes on these streets are somewhat lower at 15,000 vpd and 14,500 vpd, respectively. The operating conditions of a roadway are described as "Level of Service" (LOS). LOS is a qualitative measure describing operating conditions and includes a number of factors, such as speed and travel time, freedom to maneuver, driving comfort and safety. LOS's are given letter designations from "A" to "F" with LOS A representing the best operating conditions and LOS F the worst. On roadways with LOS A, drivers will experience free flow conditions and with LOS F, experience APPROVED! H. Reducing Ham Lane to one lane in each direction would probably cause the operating conditions to decrease from LOS C to LOS F, although more detailed analysis and design might mitigate this decrease. However, traffic growth could eventually require a return to four lanes. The other streets mentioned are at LOS D, an acceptable LOS for most cities. DISCUSSION: Staff recommends installing the continuous left -turn lane. In order to accommodate the additional lane, street parking will need to be eliminated on both sides of Ham Lane from 230 feet south of Cardinal Street to Vine Street. This will affect parking along a portion of Kofu Park, five residential parcels, Lodi Memorial Hospital, and Lodi Middle School (Exhibit A). Of the five residential lots affected, four face Ham Lane. However, all five residences are on corner lots, so parking on side streets is available. Given the high bicycle usage on Ham Lane, a wider travel lane adjacent to the curb is also recommended. Within this segment, there are four GrapeLine/Smart bus stops (two on the east side, two on the west side). Transit has indicated its operations would not be affected with the installation of the proposed alternative. Prior to this meeting, staff contacted ten affected property owners and residents regarding our proposal to remove parking to install this traffic safety improvement. Our inquiry resulted in five responses. While the benefit of the turn lane was understood, the loss of street parking was the residents' primary concern. Staff surveyed parking along this segment on fifteen occasions. No more than three vehicles were observed along this segment during any survey and vehicles were primarily parked on the west side of Ham Lane adjacent to Park and Cardinal streets. The low parking demand is primarily because several parcels adjacent to Ham Lane have off-street parking lots, such as at the Middle School, hospital/medical center, and the park. Space for additional on-site parking is available and our recommendation includes widening driveway approaches within the public right of way if the property owner provides additional on-site parking. RECOMMENDATION: While eliminating parking can be a controversial issue, based on staffs review of this segment, adding turn lanes is the most viable solution to improve safety and reduce collisions. Based on the complaints received, accident history, and low parking demand, staff recommends that Council approve the installation of no -parking zones to accommodate the continuous left -turn lane as shown on Exhibit A. Staff will continue to monitor accidents on this segment as well as along Ham Lane north of Vine Street. It is likely that turn lanes will be needed along other segments in the future. We received the letter from the Public Works Director.And looking at the Alterafiiv&, we think everybody would be against the concrete median strips that would stop ev i bts i g Ham lane.That would mean that everybody on the west side of Ham Lane would 1i ve�,Ser drive ,west or south ,to cross Ham. I guess that means you don't really want us to come down town to do any shopping or to go to a movie. If we drive that far south or west we may as well continue on to Walmart,Target or might as well continue on to Stockton were we have a choice of a lot of movie houses and shopping. We hope you take a close look at this and we all hope that you will not saddle this area with a concrete strip. It will certainly make it plain to us on the west side of Ham that you don't want us down town. This was canceled off the agenda that night and I do understand there was a lot going on. I would like to ask that the turning lane issue be back on the agenda as soon as possible as you can see this picture below is becoming all to common for us and our kids to witness. This picture is the second accident in 2 weeks, the week before there were 4 cars involved. Please lets get this turn lane going before more people are hurt. I also want to say once again that the skate park that is proposed for Kofu Park is of great concern as well. The environmental assessment report is done and says "No significant impact on the environment" Well I guess thats on who you ask. This skate park will disrupt our lives. If I was a bird or fish the location would be reconsidered but I'm just a person who will have to live with more traffic (which is already hard to take) more parking problems (which is a seious problem now with out the skate park) and more noise.) think its unfair of the city to expect us to endure more. The skate park hours will be 9 to 9 weekday and 9 to 11 weekends this will be madness especially during baseball season, not to metion this is 7 days a week and year round. I have witnessed several accidents and have had some near misses just try to turn on to my street (Cardinal). Cars travel to fast and if you go to turn left its a risk. For the past year I have pursued this issue with the city and the city council. I have e-mail all of the council members (before the election) and even e-mailed a picture of an accident with 2 injuries that happen the very week that I attended a council meeting with this turn lane on the agenda, it was canceled at the last minute. Jan l7th council meeting has the turn lane / Ham lane red curbs back on the agenda this is also our 20th wedding anniversary and we will not be attending the meeting. I'm writing to ask you all to please give us this turn lane / Ham Lane red curb. Ll:•: ,`. =' f CLe City Council City of Lodi PO Box 3006 Lodi, CA 95241-1910 Subi: Response to the Proposed Resolution to Provide a No -Parking Zone on Ham Lane to Accommodate the Installation of a Continue Two -Way, Left Turn Lane It is our understanding that the City Council will be considering a Public Works staff resolution to create no parking zones on Ham Lane, from 230 feet south of Cardinal Street to Vine Street to accommodate the installation of a continuous two-way, left turn lane. As part of Lodi Memorial Hospital's Facilities Master Planning effort, future site changes have been planned to include more clearly defined access to the facility from Ham Lane (please see the attached Exhibit). The proposed no -parking zone and associated continuous two-way, left turn lane will significantly improve the safety of patients, visitors and staff both entering and exiting the hospital parking lot to Ham Lane. Additionally, the elimination of parked vehicles on Ham Lane will greatly improve visibility for vehicles exiting the parking lot to travel south on Ham Lane. Lodi Memorial Hospital does not support the option of installing a solid raised median (no openings) on Ham Lane. We agree that installing a median may reduce the possibility of accidents by eliminating the ability to turn into the Lodi Middle School (in the northbound direction), the median would significantly confuse drivers attempting to access the hospital. Confusion usually results in more accidents. Additionally, the median would significantly reduce the benefit of the Ham Lane access to the hospital medical complex. Lodi Memorial Hospital supports the staff recommendation to provide a no -parking zone and associated continuous two-way, left -tum lane. It is my understanding that this would accommodate the installation of a continuous two-way, left -turn lane from 230 feet south of Cardinal Street to Vine Street. It is our feeling that this would be an excellent improvement over the current situation. The flow of traffic along Ham lane is swift and continuous. With both our parking lot entrance and the entrance to Lodi Middle School's parking lot located between Cardinal and Vine there are may cars who make turns, both right and left. It is especially dangerous in the mid-afternoon as the school children are being dismissed with busses and parents picking up their children. We would appreciate the continuous two-way left-hand turn lane being installed. It would make our patients and the school children arrive and depart more safely and easily. The alternate proposal of a solid raised median is not something we would want to happen. The median would create havoc with patients being unable to enter the parking lot or try to make unsafe U-turns at the next block.
