HomeMy WebLinkAboutAgenda Report - January 17, 2001 H-02CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Authorize the City Manager to Execute a Professional Services Agreement with George Miers & Associates for Design and Construction Administration Services for the New Police Building, 200 Block of West Elm Street ($902,000), and Execute Contract Change Orders as Needed MEETING DATE: January 17, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a contract with George Miers & Associates, of Moraga, for the final design of the new Police Building (including construction drawings, specifications, and construction administration), and execute contract change orders, as needed, for this project. BACKGROUND INFORMATION: At its October 20, 1999, meeting, City Council authorized the City Manager to execute a professional services agreement with George Miers & Associates for the schematic design of the new Police Building. This work has been completed and the next phase is to complete the final design for the facility. Final design services will consist of preparing detailed construction drawings and specifications. Construction administration services are also included. The design phase further defines the Police Building project, including details of the site and floor plans, building finishes, complete building systems (electrical, mechanical, etc.), and specific products to be used. Construction administration services include submittal review and approval, project meeting attendance and site visits by the architect and his design consultants during construction. It is anticipated that this phase of the project will take eight months to complete after which time staff will return to Council to approve the specifications and for authorization to go to bid for construction of the building. The contract will be on a time -and -materials basis, not to exceed $902,000. The proposed Police facility will be a two-story building located on the north side of Elm Street across the street from the current facility and is estimated to cost $11.2 million. The new building will consist of office space to accommodate the current and long-term needs of the Police Department. To accommodate the long-term needs of the Department, and to more efficiently construct the building, "surge" space has been programmed which will essentially be considered future space and will, therefore, be left unfinished. In addition, 7,875 square feet of office space is proposed to "square off' the building which will be available for lease to future tenants. Staff discussions with County representatives indicate that the District Attorney will need office space as will the Sheriffs Department, and possibly other government uses. The construction of the new building will result in the displacement of current County offices located on Elm Street. Initial planning discussions concerning a basement in the new building for purposes of a pistol range have been reevaluated by both the architect and staff. It is staffs recommendation that the basement and range be eliminated and that the existing range continue to be used until such time as an outdoor facility can be developed off site. Staff will be prepared to respond to any questions Council may have during the meeting and will be available to further describe the components of the project. A rendering of the building fagade and site and floor plans will also be available. FUNDING: Funding for this phase was previously appropriated.
