A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, February 23, 2021, commencing at 7:00 a.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and

opportunity for public comment was available through councilcomments@lodi.gov and

B. Topic(s)
B-1 Receive Presentation Regarding Special Weapons and Tactics (SWAT) Team, Honor
Guard, and Unmanned Aircraft Svstems WAS) Teams (PD)
Lodi Police Lieutenant Kevin Kent provided a PowerPoint presentation of the Special Weapons
and Tactics (SWAT) team. Specific topics of discussion included history, current team, annual
qualifications, monthly handgun and sniper qualifications, SKIDDS - SWAT and K9's Interacting
During Deployment School, BATT - Ballistic Armored Tactical Transport, equipment van, annual
training, deployments, costs and benefits.
Lieutenant Kent explained the schedule for annual replacement of equipment in response to a
question asked by Council Member Kuehne.
Lieutenant Kent stated SWAT wears helmet -mounted cameras following a question asked by
Mayor Pro Tempore Chandler.
Lieutenant Kent provided a PowerPoint presentation regarding the Lodi Police Department Honor
Guard. Specific topics of discussion included Honor Guard history, purpose, and events; Color
Guard purpose and events; and training.
Council Member Kuehne asked if there are plans to fill the five vacancies on the Honor Guard.
Lieutenant Kent stated that there are currently five individuals interviewing to fill the vacancies.
Lieutenant Kent answered questions about the events the Honor Guard attends asked by Council
Member Kuehne.
Lieutenant Kent provided a PowerPoint presentation regarding the Lodi Police Department's
Unmanned Aircraft System (UAS). Specific topics of discussion included definition and
components, DJI Phantom 4 specifications, Matrice 201V2 specifications, pilot and visual
observer functions, pilot certification, prohibited uses, directed enforcement deployments,
assistance with Lodi Fire Department on the Sacramento Street fire, and costs.
Lieutenant Kent answered questions about the drone service ceiling, asked by Mayor Pro
Tempore Chandler.
Lieutenant Kent spoke about the reasons why drones are not used to trace illegal fireworks, in
response to a question asked by Council Member Kuehne.
In response to a questions asked by Mayor Pro Tempore Chandler, Chief Sierra Bruscia spoke
about deployment and the ability to deploy and review footage from the ECO vehicle.
Council Member Khan asked if there is a detail report for deployment. Lieutenant Kent stated that
the Police Department must report every time the devices are used.
Lieutenant Kent stated that there are currently 12 members on the team and eight are certified
piolets, in response to a question asked by Mayor Pro Tempore Chandler.

RECOMMENDED ACTION Receive overview presentations on the Special Weapons and
Tactics (SWAT) team, Honor Guard, and the Unmanned Aircraft
Systems (UAS) team.
BACKGROUND INFORMATION: Lodi Police has numerous teams and collateral duties within the
department. These teams and duties are assigned to management
staff to oversee and/or command.
Lieutenant Kevin Kent is presenting to council an overview presentation focusing on the teams he
oversees including SWAT, Honor Guard, and UAS. Lt. Kent will be apprising council on the team's
training, deployments, statistics, and cost.

ASSAULT DASH
Starting from the prone, carrying a shotgun while
wearing a vest and helmet, run 40 yards in less than 8
seconds.
TACTICAL OBSTACLE COURSE
Complete an 880 yard course in less than 4 minutes
and 40 seconds. At the 220 mark the candidate must
negotiate nine cones laterally dispersed. At the 440
yard mark, candidates must drag a supine victim 10
yards to safety. At the 660 yard mark, the candidate
must renegotiate the cones, this time dropping to the
prone position behind each of the nine positioned
cones and then proceed to the finish.

conditions (obstructions, terrain, structures, air traffic, weather, etc.) that may
