Central Avenue. BACKGROUND INFORMATION: The Site Plan and Architectural Review Committee (SPARC) has approved a plan for the development of 12 apartments at 620 S. Central Avenue. Before building permits can be issued, the project must obtain growth allocations. The Planning Commission is scheduled to consider a recommendation to the City Council on the issuance of growth allocations for the proposed project. The purpose of the public hearing is to consider the recommendation of the Planning Commission and determine whether to issue the requested growth allocations.
