AGENDA TITLE: Adopt Resolution Approving the Creation and Implementation of a Hiring Bonus
and Employee Referral Program for Lateral Police Officer and Electric
Lineman/Linewoman Recruitments

RECOMMENDED ACTION: Adopt resolution approving the creation and implementation of a
Hiring Bonus and Employee Referral Program for Lateral Police
Officer and Electric Lineman/Linewoman recruitments
BACKGROUND INFORMATION: The City has experienced challenges in recruiting certain positions
within the Police Department and Electric Utility Department and
have had minimal qualified applicants applying for Lateral Police
Officer and journey -level Electric Line Worker.
Staff propose to implement a hiring bonus and employee referral bonus program in an effort to increase
the number of qualified applicants for Lateral Police Officer and journey -level Electric Line Workers. The
bonus program would only be available when there are vacant positions within the hiring department and
would not be needed when all vacant positions are filled.
It is recommended that a hiring bonus be paid in incremental amounts rather than all at once to ensure
that the newly hired employee is retained for a minimum period of time. Staff propose the following hiring
bonus of $10,000 for Lateral Police Officers paid out over time as follows:
$3,000 at the completion of their Field Training Program (6-8 weeks),
$3,000 at the completion of the probationary period, and
$4,000 paid at the completion of one additional year of employment from the date of
probation with a satisfactory performance review.
Staff propose the following hiring bonus of $10,000 for journey -level Electric Line Workers paid out over
time as follows:
• $3,000 upon hire,
■ $3,000 at the completion of the probationary period (6 months), and
• $4,000 at the completion of one additional year of employment from the date of probation
with a satisfactory performance review.
In addition to the hiring bonus, the city would like to offer a $2,500 employee referral bonus to employees
who refer an applicant. The employee would receive the employee referral bonus once the applicant
passes their initial probationary period. The employee referral bonus would not be paid if the applicant is
not hired, or if the applicant fails their probation.

FISCAL IMPACT: There is no budget impact to this proposal. Savings from currently vacant
budgeted positions are sufficient to pay these bonuses. Filled positions
increase service levels to those expected within the budget and decrease
unexpected savings at the end of a fiscal year.
FUNDING AVAILABLE: Costs will be funded with salary savings for vacant positions.

RESOLUTION NO. 2021-284
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE CREATION
AND IMPLEMENTATION OF AN EMPLOYEE REFERRAL AND HIRING
BONUS PROGRAM FOR THE POSITIONS OF LATERAL POLICE OFFICER
AND JOURNEY -LEVEL ELECTRIC LINEMAN/LINEWOMAN
WHEREAS, the City of Lodi is experiencing difficulty attracting and hiring qualified lateral
Police Officers and journey -level Electric Linemen/Linewomen; and
WHEREAS, the City will create and implement a hiring bonus and employee referral
program to increase the diverse and qualified applicant pool; and
WHEREAS, staff recommends a hiring bonus of $10,000 for the position of lateral Police
Officer paid out over time as follows:
• $3,000 at the completion of the Field Training Program (6-8 weeks),
• $3,000 at the completion of the probationary period, and
• $4,000 paid at the completion of one additional year of employment from the date
of probation with a satisfactory performance review; and
WHEREAS, staff recommends a hiring bonus of $10,000 for the position of journey -level
Electric Lineman/Linewoman paid out over time as follows:
• $3,000 upon hire,
• $3,000 at the completion of the probationary period (6 months), and
• $4,000 at the completion of one additional year of employment from the date of
probation with a satisfactory performance review.
WHEREAS, an employee referral program of $2,500 to employees who refer a qualified
applican: that is paid at the successful completion of the referred applicant's probationary period
for the position of lateral Police Officer or journey -level Electric Lineman/Linewoman; and
WHEREAS, the hiring bonus and employee referral program will only apply when
vacancies occur for lateral Police Officer or journey -level Electric Lineman/Linewoman positions.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the creation and implementation of an employee referral and hiring bonus program for the
positions of lateral Police Officer and journey -level Electric Lineman/Linewoman; and
BE IT FURTHER RESOLVED that the new programs will be implemented and monitored
by Human Resources.
