BACKGROUND INFORMATION: Each year the City Council allocates funding to support the arts. In Fiscal Year 2021/22, the amount is $18,250. The Arts Commission is tasked with reviewing grants and recommendations for spending the allocated funds, and solicits applications for grants each year. For FY 2021/22 funding, the Arts Commission is recommending the City Council allocate $9,000 to support the Taco Truck Cook -Off, First Friday Art Hop, and miscellaneous community events, and allocate the remaining $9,250 to nonprofit organizations to further the arts in Lodi (see attached grant recommendation summary). Nine grant applications were received and reviewed by a screening panel of Lodi Arts Commissioners, and eight projects were recommended for funding. On September 8, 2021, the full commission voted 7-0 to recommend the eight applications for funding. The grants are being submitted for a total of $7,850 for approval by the City Council. They are: Changing Faces Theater Company, $3,500; Breakthrough Project, $1,000; Lodi Community Art Center, three grants totaling $2,100; Lodi Sandhill Crane Association, $1,000; and American Desi Society, $250. The remaining $1,400 will be used for mini -grants throughout the balance of this fiscal year. FISCAL IMPACT: Funds are included in FY 2021/22 budget. From the various applicants the committee decides on how the grant monies will assist each participant. The original allocation of funds was $18,250. From that amount, $9,000 was earmarked for, Taco Truck Cook Off and The First Friday Art Hop for Fiscal Year 2021/2022. The rest of the funds, $9,250 were awarded in grants. See below. The company has previously staged this show as a summer production and it adapts well to pop-up staging requirements: it can be performed by a small cast, with theatergoers of all ages. CFTC's growing expertise in creating high- quality traveling shows will enable us to take full advantage of the funny but thoughtful material to create a show that entertains its audiences with its wit and energetic action. Benefit to the Community: "Changing Faces was founded on our belief in the great value of the arts to both nurture the creativity of individuals and bring the community together to celebrate our common humanity. The past year of isolation highlighted the human need for creativity and community, and it was heartening to see arts groups everywhere experiment with new ways to fulfill those needs. Our traveling shows enabled us to renew our own creativity and resourcefulness, while offering our audiences a shared experience and the pleasure of watching good storytelling..." The event with a theme chosen annually to represent issues of inclusion and diversity in Lodi; includes speakers, essay reading, music, and art." Benefit to the Community: "As with all LCB events, the overarching priority of the two free annual LCB concerts is to provide a high-quality music experience appropriate to the occasion for both the audience and the performers. LCB aims to maximize enjoyment, learning and service to the community, while striving for continual improvement." Hutchins St. Lodi, CA 95240 Project Description: "The Lodi Sandhill Crane Association is requesting a Lodi Arts Commission Arts Grant to provide support for the 2021 Sandhill Crane Festival Art Show. The Art Show will display approximately 120 entered pieces including fine art, photography, and sculpture. Artwork from local students collected through the schools will also be on display at the Lodi Library. Teachers can request a wildlife art lesson for their classroom provided by an art teacher and art supplies through the LSCA website." Benefit to the Community: "The Art Show provides members of the community an opportunity to view artwork from well-known and talented local artists, at no charge. The Art Show is also an opportunity for community members to learn about and appreciate Sandhill Cranes and other local wildlife through art. It is a community celebration that expands many cultures and religions. Diwali Festival and Show 2021 will feature a show where we will encourage local children and adults, amateur and or professional, to show their cultural talents via dance, instrumental, visual arts, vocals, and more." Benefit to the Community: "A performer or participant makes many happy memories as part of this event. They take their happy memories to create a positive experience by starting local clubs in schools, colleges, friends, bands, to promote Arts. These memories will be happily linked to the City of Lodi performing center and impact made by its grant." The show will illustrate the importance of fine art photography as a creative art form, it will support the goals of the Lodi Community Art Center and will -3- enhance the appreciation and understanding of fine art photography in the Lodi Community and surrounding region." Benefit to the Community: "Our Juried Photography Show provides a local and regional opportunity for new and experienced photographers to show their current photographic work and to participate in a competition." Project 2 - Art Form(s): Visual Art Online Grant Request: $1,200 Project Expenses: $1,750 Project Name: "Youth Gallery/Youth Program Renewal" Project Date and Location: August 2021 to June 2022 Lodi Community Art Center —110 W Pine St, Lodi, CA 95240 Recommended for funding for 2021/22: YES Award: $700 Project Description: "... we want to provide gallery space and awards to students within our area with at least ten shows during the year. Participants may attend public or private school or they may be home schooled. Members of the gallery hanging committee often help hang the shows. We have community participation through schools, youth groups, and supportive families." Benefit to the Community: "Having a person's creative project seen and celebrated in a show is always uplifting. We give awards, that adds to the fun and sense of success. What's more, the community loves to see young people's creative work. Students in our classes and workshops have the opportunity to grow as artists and find a greater sense of achievement." Project 3 - Art Form(s): Visual Grant Request: $2,000 Project Expenses: $5,000 Project Name: "Advanced Art Classes" Project Date and Location: To be scheduled at Lodi Community Art Center 110 W Pine St, Lodi, CA 95240 Recommended for funding for 2021/22: YES Award: $700 Project Description: "Many of our artists are retired teachers and they have the experience and the art expertise to give these classes. We would like to step it up a bit and bring in Master artists to give full day or multi day workshops. These workshops are usually significantly more expensive or require travel to attend. We would like to host 1-3 day or multiday classes. We would like to reduce the cost of these classes by using grant money to pay 1/2 of the instructors fees and do paid advertising regionally to reach both local artists and regional artists." Benefit to the Community: "The art center is devoted to art education and appreciation of art. By providing opportunities for local and regional artists to improve their art or learn a new technique or media, the program will impact their lives and the community." Project 4 - Art Form(s): Visual Art Grant Request: $1,200 Project Expenses: $1,800 Project Name: "Celebrate Lodi Plein Aire and Photography Show" Project Date and Location: April or May 2022 Lodi Community Art Center —110 W Pine St, Lodi, CA 95240 Recommended for funding for 2021/22: NO Award: $0 Project Description: "The show will celebrate Lodi Art Scene. The art show will be open to all artists and all ages of artists in the area. In this show we want to include paint, sculpture, mixed media and photography. Artists will be asked to crate art during a two week period celebrating scenes of Lodi and the surrounding area. All work must be new and be representational. As part of this activity we will be setting up 1-3 plein aire location opportunities. Categories will include Downtown Lodi, Heritage District, Greater Lodi, Wineries, Greater San Joaquin County." Benefit to the Community: "Celebrate Lodi Art Show provides opportunity for local and regional artists and photographers to share the beauty and uniqueness of our community with the community. Providing a communal painting experience generates interest in art and enhancing the experience." -5- RESOLUTION NO. 2021-283 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING FISCAL YEAR 2021/22 ARTS GRANTS WHEREAS, the City of Lodi Fiscal Year 2020/21 budget includes $9,250 in arts grants; and WHEREAS, grant applications were distributed to local nonprofit organizations with a submittal deadline of July 29, 2021. Nine grant applications were submitted and screened by a Lodi Ars Commission review panel; and WHEREAS, eight applications were approved at the Lodi Arts Commission meeting on September 8, 2021; and WHEREAS, grants were submitted for a total of $7,850 and $1,400 in mini grants to be determined by the Commission.
