RECOMMENDED ACTION: Accept improvements under contract for Alley Improvement Project
— Phase 8.
BACKGROUND INFORMATION: This project reconstructed the alley north of Elm Street, between
Garfield Street and Cherokee Lane, as shown on Exhibit A. The
project included approximately 15,000 square feet of pavement
removal and replacement, two new concrete alley approaches, installation of 700 lineal feet of concrete
valley gutter, installation of storm drain system improvements, and other incidental and related work, all
as shown on the plans and specifications for the above project.
The project was awarded to A.M. Stephens Construction Co., Inc., of Lodi, on December 2, 2020, in the
amount of $164,533. The contract has been completed in substantial conformance with the specifications
approved by City Council. The final cost of the contract was $174,507.70. The difference between the
original contract amount and final contract was due to one change order totaling $9,975.00.
Change Order No. 1 included the additional work requested by the City to remobilize all crews and
equipment so that the project could be constructed in two phases. Constructing the project in two phases
permitted one side of the alley to remain open for accessibility.
The contract was completed within the original contract schedule. Photos of completed work are shown
in Exhibit B.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: The project will reduce maintenance costs in the reconstructed alleys.
FUNDING AVAILABLE: This project was funded by 2020/21 Community Development Block Grant
funds.
