AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for Lodi
Lake Riverbank Stabilization Project
MEETING DATE: October 20, 2021
PREPARED BY: Public Works Director
RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for Lodi
Lake Riverbank Stabilization Project.
BACKGROUND INFORMATION: A portion of the riverbank on the Mokelumne River that runs along
the northern boundary of Lodi Lake Park, has been severely eroded
in the past years and is threatening park facilities. The erosion has
exposed irrigation lines, tree roots, and is causing collapse of concrete retaining wall structures.
The City has applied for and received a $1,000,000 State grant to perform the repair work along the
eroded portions of the riverbank within Lodi Lake Park. Staff executed a professional service agreement
($278,500) with KSN Consulting Engineers of Stockton for the design and permitting services of the
project. The permitting process involved various State and Federal agencies and the process took over
24 months to complete. The City Council adopted the Mitigated Negative Declaration and Mitigation
Monitoring and Reporting program on July 15, 2020 (Resolution 2020-150).
The project includes clearing, grubbing, selective tree removal and trimming, concrete slope protection
removal and disposal, riprap installation, sod installation, tree planting, and other miscellaneous and
related work as shown on the plans and specifications for the project.
The specifications are on file in the Public Works Department. The planned bid opening date is
November 17, 2021. Construction is expected to commence in February 2022.
Staff recommends approving specifications and authorize advertisement for bids for Lodi Lake Riverbank
Stabilization Project.
FISCAL IMPACT: Construction, permitting and staff costs are expected to be funded by the
State grant. This project does not impact the General Fund.
FUNDING AVAILABLE: To be determined with the project award.
