AGENDA TITLE: Adopt Resolution Approving Revisions to the City Clerk's Employment Contract
Amending Compensation and Confirming the Increase to the Employee's
Contribution of the Employer's Normal Contribution of CalPERS (Cost -Sharing)

RECOMMENDED ACTION: Adopt Resolution approving revisions to the City Clerk's
employment contract amending compensation and confirming the
increase to the employee's contribution of the employer's normal
contribution of CalPERS (cost-sharing).
BACKGROUND INFORMATION: In March 2020, Council approved compensation increases for
Council Appointee positions of City Manager and City Attorney. The
City Clerk position was vacant at the time and Council did not
approve future salary increases at that time.
The current City Clerk was hired effective July 26, 2020. During its meetings on January 12, 2021 and
January 26, 2021, Council completed the annual performance evaluation process for Council Appointees,
including the City Clerk. Council elected to defer a compensation review of the City Clerk position until
the incumbent had completed her first year of employment further directing Human Resources staff to
prepare a salary survey from our sixteen survey agencies upon the City Clerk's one-year anniversary.
The City of Lodi's salary for City Clerk is approximately fourteen percent (14%) below average and
approximately thirteen percent (13%) below median. The Council wishes to provide the City Clerk with
an increase in compensation, similar to what was provided to the other Council Appointee positions and
Executive Management employees.
The proposed increases to the City Clerk's salary are as follows:
One percent (1 %) increase retro -active to January 11, 2021,
• Four percent (4%) increase retro -active to July 26, 2021, and
• Five percent (5%) increase effective the first full pay period in January 2022.
On March 18, 2020, Council approved Resolution 2020-61 that included a cost-sharing agreement for the
City Clerk position. Pursuant to Resolution 2020-61, on January 11, 2021 all Executive Management
employees, including the City Clerk, began contributing one percent (1%) of salary towards the City's
portion of the CalPERS Normal Cost of pension benefits, pursuant to Government Code Section 20516.
All employees, with the exception of the City Clerk, were also provided a one percent (1%) salary
increase on the same date. Also pursuant to Resolution 2020-61, the City Clerk will contribute an
additional one percent (1%) employee contribution (cost -share) of the employer's normal contribution
toward CalPERS, pursuant to Government Code Section 20516, effective the first full pay period in
January 2022. The total employee CalPERS contribution will be thirteen percent (13%).

It is recommended that the Council approve the increases to compensation for the City Clerk as set forth
above.
FISCAL IMPACT: The total long-term annual cost of the proposed agreement is
estimated to be $6,100 over the two-year period of which
approximately $3,300 is allocable to the General Fund. The total
cost of the agreement over the two-year period is $18,400 of which
approximately $10,000 is allocable to the General Fund.
FUNDING AVAILABLE: Funding for the amendments to the City Clerk's compensation
package will be absorbed in the current budget.

RESOLUTION NO. 2021-276
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
COMPENSATION MODIFICATIONS FOR THE CITY CLERK
WHEREAS, in March 2020, the Lodi City Council approved Resolution No. 2020-61 that
provided a five percent (5%) salary adjustment effective March 26, 2020; and
WHEREAS, Resolution No. 2020-61 also provided for CalPERS cost-sharing
modifications to the City Clerk's position; and
WHEREAS, in March 2020, the Lodi City Council approved salary adjustments for
Council Appointee positions effective the first pay periods in January 2021 and January 2022,
excluding the vacant City Clerk position; and
WHEREAS, it is recommended that City Council approve the following compensation
modifications to the City Clerk's contract:
• One percent (1 %) salary increase, retroactive to January 11, 2021; and
• Four percent (4%) salary increase, retroactive to July 26, 2021; and
• Five percent (5%) salary increase, effective the first full pay period in January 2022.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
compensation modifications to the City Clerk's contract.
