Public hearing to consider the recommendation of the Planning Commission to introduce an ordinance amending the development standards for hotels on two parcels for Reynolds Ranch PD (39). BACKGROUND INFORMATION: The Reynolds Ranch PD 39 was approved by City Council in 2006 and subsequently amended in 2008. The Planned Development provides for a range of land use types. When the Reynolds Ranch Planned Development was approved the PD 39 document lacked clear development standards such as: permitted land uses, setbacks, height limits, parking requirements, etc. Development within the Reynolds Ranch project has therefore used development standards created for a specific project or has been approved based on an informal, ad hoc application of the Zoning Code to each new building. The Community Development Department has prepared a proposed amendment to the Reynolds Ranch Planned Development (PD 39) which would put in place development standards specific to hotels on two parcels (058-600-21 and 058-650-32). The existing Fairfield Inn and Suites is located on one of the parcels, the recently approved, but not yet built, Marriott Residence Inn is on the other. Neither hotel complies with the current development standards of PD (39). Both hotels require increased height and floor -to -area ratio standards in order to comply with City regulations. Staff recommends that the City Council consider the recommendation of the Planning Commission to adopt an ordinance amending the development standards for hotels on two parcels for Reynolds Ranch PD (39).
