RECOMMENDED ACTION. Public hearing to consider the recommendation of the Planning
Commission to introduce an ordinance amending the
development standards for hotels on two parcels for Reynolds
Ranch PD (39).
BACKGROUND INFORMATION: The Reynolds Ranch PD 39 was approved by City Council in
2006 and subsequently amended in 2008. The Planned
Development provides for a range of land use types.
When the Reynolds Ranch Planned Development was approved the PD 39 document lacked clear
development standards such as: permitted land uses, setbacks, height limits, parking requirements,
etc. Development within the Reynolds Ranch project has therefore used development standards
created for a specific project or has been approved based on an informal, ad hoc application of the
Zoning Code to each new building.
The Community Development Department has prepared a proposed amendment to the Reynolds
Ranch Planned Development (PD 39) which would put in place development standards specific to
hotels on two parcels (058-600-21 and 058-650-32).
The existing Fairfield Inn and Suites is located on one of the parcels, the recently approved, but not
yet built, Marriott Residence Inn is on the other. Neither hotel complies with the current development
standards of PD (39). Both hotels require increased height and floor -to -area ratio standards in order
to comply with City regulations.
Staff recommends that the City Council consider the recommendation of the Planning Commission to
adopt an ordinance amending the development standards for hotels on two parcels for Reynolds
Ranch PD (39).

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LODI PLANNED DEVELOPMENT #39 (REYNOLDS RANCH)
TO ESTABLISH DEVELOPMENT STANDARDS AND SPECIFIC
HEIGHT LIMITS FOR HOTELS ON TWO PARCELS (058-660-21
and 058-650-32)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LODI AS FOLLOWS:
SECTION 1. Planned Development #39 (Reynolds Ranch) is hereby amended to
include the following:
Development Standards for Specific Retail -Designated Parcels
Development on parcels 058-660-21 and 058-650-32 shall conform to the
requirements of the "GC" (General Commercial) zoning district, as provided in the
latest version of the Lodi Zoning Code, with the following exception:
• Height limit for hotels shall be 55 feet (no maximum stories)
• Maximum floor -to -area ratio of 0.90 for hotels, provided that the overall floor -
to -area ratio of all Retail -designated land in the Planned Development does
not exceed 0.60.
All other standards, including but not limited to the following, shall apply per the
latest version of the Zoning Code:
• Permitted, conditionally permitted and prohibited land uses
• Development standards (setbacks, floor -area -ratio, etc.)
• Landscaping
• Parking
SECTION 2. All ordinances and parts of ordinances in conflict herewith are repealed
insofar as such conflict may exist.
SECTION 3. No Mandatory Duty of Care. This ordinance is not intended to and shall
not be construed or given effect in a manner which imposes upon the City, or any officer
or employee thereof, a mandatory duty of care toward persons or property within the City
or outside of the City so as to provide a basis of civil liability for damages, except as
otherwise imposed by law.
SECTION 4. Severability. If any provision of this ordinance or the application thereof
to any person or circumstances is held invalid, such invalidity shall not affect other
provisions or applications of the ordinance which can be given effect without the invalid
provision or application. To this end, the provisions of this ordinance are severable. The
City Council hereby declares that it would have adopted this ordinance irrespective of the
invalidity of any particular portion thereof.
SECTION 5. Effective Date and Publication. This Ordinance shall take effect thirty (30)
days after its adoption. In lieu of publication of the full text of the Ordinance within fifteen
(15) days after its passage, a summary of the Ordinance may be published at least five
(5) days prior to and fifteen (15) days after adoption by the City Council, and a certified
copy shall be posted in the office of the City Clerk pursuant to Government Code section
36933(c)(1).

Staff Recommendation
Staff recommends the City Council approve the
Ordinance amendments to the Reynolds Ranch
