BACKGROUND INFORMATION: This project removed the carpet and installed approximately 3,920 square feet of heavy commercial vinyl planks in Crete Hall, as well as, an adjacent storage room. The flooring type and color was selected by the Hutchins Street Square Foundation (HSSF). This project also removed and replaced the base molding around the perimeter flooring. The contract was awarded to Harold W. Thompson, Inc., of Stockton, in the amount of $42,011, on March 3, 2021. All work was completed in substantial conformance with the specifications approved by City Council. The final contract price was $35,324. The contract savings was a result of the moisture tests determining that a thicker barrier was not required under the new flooring. The additional moisture barrier had been included in the original contract as an "alternate" incase the tests determined that it was necessary. The project's start was delayed approximately four months while Crete Hall was used as a Vaccine Center. It is worth noting that the contractor was extremely accommodating with the project delays. Photos of the completed work are shown in Exhibit A. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: Upgrading the flooring to a more resilient and visually pleasing material is expected to increase revenue while minimizing cleaning costs. FUNDING AVAILABLE $35,000 of the replacement was donated by the HSSF with the remaining portion being funded through Parks Capital. ce:1_ Charles E.
