BACKGROUND INFORMATION: As part of the City's efforts to continue the viability and efficiency of the City's network core, virtual infrastructure and storage array, it is necessary to maintain Dell warranty and technical support for vital infrastructure. Dell's technical support for the City's network core ends September 2021, support for the Storage Area Network (SAN) expires February of 2022. Renewing professional support services from Dell ensures access to knowledgeable networking and SAN engineers for technical support. Dell professional support also includes full replacement within 24 hours if a unit fails. Support renewal is funded by budget appropriation in Fiscal Year 2021/22. The network core and SAN are part of the City's vital infrastructure housed in the datacenter. The SAN is the repository for all City data and virtual services. Loss of these units would be a loss of daily operations, staff productivity and possible loss of critical City data. Dell professional support to cover the SAN for one year is $44,000. The network core is the center of all network traffic compiled on the City's cyberinfrastructure. Dell professional support to cover the network core for one year is $24,000. In accordance with Lodi Municipal Code Section 3.20.077, the Information Technology Manager has the ability to acquire electronic hardware through negotiation, requests for proposal or competitive bids and award based on "best value" criteria. The Information Technology Manager has selected to utilize the negotiation method for acquiring Dell Professional Support services for the following reasons: • IT manufactures will work with one value-added reseller (VAR) when creating quotes for products for a single customer. • Other VARs will not quote a product from the same manufacture if a prior quote had already been created for a competing VAR for a single customer. Dell is the sole proprietor of Dell Professional services and is the sole proprietor for support of Dell branded network core switches and SAN equipment. It is the staff's recommendation to renew the Professional Support from Dell for the network core switches and storage area network at $68,000 for one year. Page 1 of 1 1210 1210 Onsite Support 3rd Party Onsite Support 3,438.96 2,000.00 Support Center $15,185.1 rs RESOLUTION NO. 2021-268 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PURCHASE OF DELL PROFESSIONAL SUPPORT SERVICES FROM DELL, INC., OF AUSTIN, TEXAS WHEREAS, as part of the City's efforts to continue the viability and efficiency of the City's network core, virtual infrastructure and storage array, it is necessary to maintain Dell warranty and technical support for vital infrastructure; and WHEREAS, Dell Professional Support services ensures access to knowledgeable network and storage area network engineers for technical support and replacement of units that fail while in production; and WHEREAS, Lodi Municipal Code Section 3.20.077 authorizes the Information Technology Manager to acquire electronic hardware through negotiation, requests for proposal or competitive bids and award based on "best value" criteria; and WHEREAS, the Information Technology Manager has selected to utilize the negotiation method for acquiring Dell Professional Support services, as it is in the best interest of the City to purchase the directly from Dell, Inc.; and WHEREAS, funding for this project is included in the Fiscal Year 2021/22 budget. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the purchase of Dell Professional Support services for one year from Dell, Inc., of Austin, Texas, in the amount of $68,000.
