HomeMy WebLinkAboutAgenda Report - September 15, 2021 H-02AGENDA ITEM *; CITY OF LODI u COUNCIL COMMUNICATION TM AGENDA TITLE: Direction Regarding City Council Meetings Moving Forward MEETING DATE: September 15, 2021 PREPARED BY: City Clerk H-2 RECOMMENDED ACTION: Providing direction regarding format of City Council Meetings BACKGROUND INFORMATION: The temporary Brown Act accommodations for remote public meetings expire at the end of September. The City initiated a project earlier this summer to modernize the technology in the Carnegie Forum and while the physical construction phase is complete, the electronic components are delayed as a result of the world-wide shipping delays. During the interim staff has been conducting the meetings using Zoom and live streaming to the City Hall Facebook page. The public has been able to participate in meetings and provide public comment through Zoom or via email and meeting may be viewed on Facebook either live or at a later date. Once complete, the upgrades to Carnegie Forum will allow the public to continue to participate remotely through Zoom and view meetings on Facebook. As Council recalls, the City tried in the past to establish a hybrid meeting model and with the old technology did not see great success in having good quality audio for remote viewers/participants. As such, staff is seeking input from Council on whether to return to in-person meetings at Carnegie Forum, live stream the meetings to Facebook, and allow remote public comments via Zoom with the risk of poor quality audio or return to Carnegie in-person meetings with no remote options. The direction Council provides at this meeting is intended to be temporary. Once the Carnegie Forum upgrades are complete, the City will be able to meet in person, broadcast via social media and Zoom, and accept public comments remotely. The completion of the project is subject to the delivery of the equipment. There is currently non timeline for delivery. FISCAL IMPACT: Not applicable. FUNDING AVAILABLE: Not applicable.
