HomeMy WebLinkAboutAgenda Report - September 15, 2021 C-06AGENDA ITEM Co. 6 ' CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Accept Improvements Under Contract for Church Street Bike and Pedestrian Improvement Project MEETING DATE: September 15, 2021 PREPARED BY: Public Works Director RECOMMENDED ACTION: Accept improvements under contract for Church Street Bike and Pedestrian Improvement Project. BACKGROUND INFORMATION: The project is located on Church Street, from Chestnut Street to Lockeford Street, and includes resurfacing the roadway, reducing the existing four travel lanes to two travel lanes, installing a two-way left -turn lane, installing Class II bike lanes, modifying the signal equipment to provide bike detection at intersections, and installing other pedestrian accessibility enhancements. The contract was awarded to A.M. Stephens Construction Co., of Lodi, in the amount of $1,220,878, on October 7, 2020. At that same meeting, Council authorized the City Manager to execute change orders in an amount not to exceed $250,000, for a total not -to -exceed authorized contract price of $1,470,878. All work was completed in substantial conformance with the plans and specifications approved by City Council. A before and after photos has been included as Exhibit A. The original contract completion date was June 4, 2021. The actual project completion date was August 16, 2021. The additional contract days were added to accommodate the City's additional areas of work added to the scope as well as the City's requested phasing of various sidewalk and driveway work to accommodate adjacent businesses' access limitations. The final cost of the project is $1,359,595 (approximately $138,717 more than the original contract amount). The difference between the original contract amount and the final contract amount is due to additional areas that City staff added to the scope of work (beyond what was included in the original contract). Change Order No. 1 ($138,717) included the additional concrete and asphalt repair quantities that City staff requested, as well as adding the time onto the contract to accommodate the extra work and additional phasing of the work to accommodate the adjacent property owners' access limitations. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: There will be a slight increase in traffic signal and striping maintenance costs and a minimal long-term cost -savings related to the pavement resurfacing and pedestrian improvements. This project does not impact the General Fund.
