HomeMy WebLinkAboutAgenda Report - January 17, 2001 E-14AGENDA TITLE: Contract Change Order for CHEC Engineering Consultants for Pavement Management System Rate City Street Network; and Request an Appropriation of $29,330 MEETING DATE: January 17, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: This item brings to the Council the Contract Change Order for CHEC Engineering Consultants for Pavement Management System Rate City Street Network, and a request to appropriate funds in the amount of $29,330. BACKGROUND INFORMATION: This information is being given to the City Council in accordance with the Contract Change Order policy approved by Resolution 85-173. One of the requirements of this policy is that we inform the City Council of all change orders over 10 percent of the contract amount. In October 2000, the City received a State grant of $412,000 (AB 2928) for the specific purpose of maintaining existing streets and roads. Conditions of the grant mandated that maintenance work be completed by July 1, 2002. The recently purchased Pavement Management Software System, authorized by Council at its May 17, 2000 meeting, assists the Public Works Department in managing the maintenance strategies for the approximately 175 miles of City streets. In order to fully utilize the capabilities of this new system, a current visual condition rating (VCR) for all roadblocks is necessary. The VCR by CHEC Engineering Consultants (CHEC) will include: 1. Taking a digital photo(s) of the road block 2. Verification of the geometrics for each road block and segment 3. Reevaluation of the roads for defects (alligator cracking, longitudinal cracking, transverse cracking, raveling, and rutting) These additional services by CHEC significantly accelerate the implementation schedule for the Pavement Management Software System by completing necessary VCR's in 90 days. Alternatively, similar work by staff is expected to take 6 to 9 months. The City's capabilities to achieve a best -use strategy for the State grant funds are improved by having an updated and operational pavement management system that will result from CHEC's additional services to the City. The VCR data and software package will enable City staff to quickly identify our most urgent maintenance needs and, thereby, allow staff sufficient time to complete the maintenance work in advance of the grant deadline. The attached Contract Change Order, approved by the City Manager, is in the not -to -exceed amount of $29,330, which is 83 percent of the contract. As part of this Contract Change Order, 4 to 5 additional weeks (weather permitting) were added to the contract for completion of this work .
