RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to execute
a professional services agreement with Y&C Transportation Consultants, Inc. for
a Traffic Signal Location Study for Turner Road and Loma Drive; and appropriate
funds in accordance with the recommendation below.
BACKGROUND INFORMATION: At the July 19, 2000 City Council meeting, staff presented several
alternatives to enhancing the traffic safety devices on Turner Road at
Loma Drive. At that meeting, City Council directed staff to plan for a traffic
signal in the next fiscal year and bring this matter back to Council to discuss
funding options. As staff's current workload prohibits immediate attention to this project, we are recommending
the City retain Y&C Transportation Consultants, Inc., the transportation consultants used on several other City
projects, to determine the appropriate location configuration and operation for the signal.
Since Loma Drive, Parkview Drive and the Lodi Lake entry intersections are spaced close together, it is
necessary to evaluate the effect on traffic safety of a signal that controls one or more of these intersections.
A similar situation is at Lodi Avenue and Fairmont Avenue where the streets are offset, however, the intersection
is operated with one signal timed with an overlap. The study will include review of these signal combinations:
1) Lodi Lake entrance, 2) Lodi Lake entrance and Loma Drive, 3) Lodi Lake entrance, Parkview Avenue and
Loma Drive, and 4) Lodi Lake entrance and Parkview Avenue. The study will also include determining the need
for a raised median to restrict turning movements if only one street or the Lodi Lake entrance is signalized.
After the study is completed, staff will present the recommendations to City Council and, at that time, request
authorization to retain a consultant to prepare the signal design, appropriate funds for the design work, and
discuss funding options. We anticipate the study will be completed by March 2001. Staff recommends
City Council authorize the City Manager to execute the agreement with Y&C Transportation Consultants, Inc. for
professional engineering services in the amount of $8,500, and appropriate funding for this study. The
appropriation includes ten percent for contingencies.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH Y&C TRANSPORTATION CONSULTANTS, INC.,
FOR A TRAFFIC SIGNAL LOCATION STUDY FOR TURNER ROAD
AND LOMA DRIVE, AND FURTHER APPROPRIATE FUNDS
FOR THE STUDY
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute a professional services agreement with Y&C
Transportation Consultants, Inc., for a Traffic Signal Location Study for Turner Road and Loma
Drive, in an amount not to exceed $8,500.00, to review the following signal combinations:
1) Lodi Lake Entrance;
2) Lodi Lake Entrance and Loma Drive;
3) Lodi Lake Entrance, Parkview Avenue and Loma Drive;
4) Lodi Lake Entrance and Parkview Avenue; and
5) Determine the need for a raised median to restrict turning movements if only one
street or the Lodi Lake Entrance is signalized.
BE IT FURTHER RESOLVED, that funds in the amount of $9,350.00 be appropriated to
complete the study, which includes ten percent for contingencies.
