Roll Call by City Clerk An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, September 14, 2021, commencing at 7:16 a.m. Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members participated in the meeting via teleconference and the meeting was available for viewing by the public via livestream at https://www.facebook.com/CityofLodi/ and https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09; the opportunity for public comment was available through councilcomments@lodi.gov and https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09. Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro Tempore Chandler, and Mayor Nakanishi Absent: None Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Cusmir B. Topic(s) B-1 Receive Presentation and Accept Comments Regarding Removal and Replacement of Trees on Lower Sacramento Road Between Lodi Avenue and Turner Road (EU) Electric Utility Director Jeff Berkheimer provided a PowerPoint presentation regarding the removal and replacement of trees on Lower Sacramento Road between Lodi Avenue and Turner Road. Specific topics of discussion included location, current tree status, history, outage details and required resources, proposed removal plan, partnership with Tree Lodi and Public Works, Tree Lodi tree list, demonstration project, and proposed schedule. Council Member Kuehne stated the he supports the proposed plan if Tree Lodi is in support. Mayor Pro Tempore Chandler concurred. Mayor Nakanishi spoke about the importance of the trees and asked it the trees could be thinned yearly or every other year to mitigate the risk to the electric lines. Mr. Berkheimer responded that staff will work with Tree Lodi to determine if that is a viable option. Mayor Pro Tempore Chandler voiced his support for removing and replacing the trees because the cost of maintenance may be prohibitive. Council Member Khan said he supported the removal and replacement of the trees. Mayor Nakanishi requested staff include the cost of maintenance of the existing trees in their report back to Council. Council Member Hothi stated that he supports the staff recommendation. City Manager Schwabauer stated that staff will provide additional information regarding the maintenance of the trees and then will move forward with the staff recommendation. C. The meeting was adjourned at 7:32 a.m. ATTEST: Jennifer Cusmir City Clerk 2 Electric Utility Department Tree Removal and Replacement Lower Sacramento Road Between Lodi Avenue and Turner Road City Council Shirtsleeve September 14, 2021 2 Tejon Street 10 Trees Elm Street 10 Trees Oxford Way 10 Trees Location 3 Current Tree Status •Brittle, broken and twisted limbs •High sap content creates extreme fire danger •Trees towering above 60 kV power lines 4 History •January 26, 2021 Storm •Resulted in power outage •9112 customers affected •Lasted 2 hours and 15 minutes Outage Details and Required Resources 5 •January 26, 2021 Outage –Approximately 8:32 pm –9112 customers affected (No Power during cold winter storm) –Outage lasted 2 hours and15 minutes –6 man crew patrolled and made repairs –13.5 labor hours –Total labor cost of $1658.34 –Loss of Revenue from 9112 customers during outage. •Other Challenges –Exposure to the public (Large limbs falling) –Extreme weather conditions –Long hours 6 Proposed Removal Plan •West Coast Arborist to remove 30 large Pine Trees located at the following intersections: –10 at Lower Sacramento Rd. East Frontage Rd. and Tejon St –10 at Lower Sacramento Rd. East Frontage Rd. and Elm St. –10 at Lower Sacramento Rd. Ease frontage Rd. and Oxford Way. •This Work will consist of the following: –Remove all 30 Trees utilizing a crane, Bucket Truck and Climbing techniques. •Haul all large wood away in transfer trucks •Chip and haul all brush •Grind all stumps 7 To: Tim Combs From: Steve Dutra, Tree Lodi President Date: August 31, 2021 Subject: Lower Sac replant plan Tree Lodi supports the removal of the existing Pine trees primarily due history of limb failure that has caused serious power outages. EUD will likely continue to experience respond to like limb failures and or experience a high level of tree trimming/tree maintenance. Even though we discourage mature tree removals, the Pines in this case are viable candidates for removal. Replanting safely is our primary goal. By using the industrial standard of the Right Tree, Right Place future outages and the high cost of maintenance cost will be drastically reduced if not eliminated. The Right Tree in the Right Place helps select compatible tree species for the right place on the given property. This practice of tree selection considers the mature statue of the selected specie plus the above and below ground utilities located within the trees expected growing space. Tree Lodi recently completed an exhausting exercise of researching and developing a tree species list by small, medium and large stature at maturity. Several of the small and medium species found on this newly produced peer reviewed list could be strong candidates for this project and should be considered as Utility Friendly selections. Tree Lodi is offering volunteer assistance to this project including: Tree selection recommendations Aid in locating recommended species from nursery suppliers Aid in developing the final tree layout for locations involved Aid in a public tree planting demonstration highlighting the new Utility Friendly tree grove. 8 Partnership with Tree Lodi and PW Tree Replacement •The City of Lodi Electric Utility in partnership with Public Works Dept. and Tree Lodi will replant these areas: –Utilizing Utility Friendly trees. •Trees canopy will grow below the power lines and be trimmed as needed at full maturity. –We will be replanting with a variety of tree species.
