AGENDA TITLE: Receive Council Direction to Maintain or Abandon Downtown Street Barricades
and Designated Parking Stalls Due to Potential Influence of the Delta Variant,
an Original Response to the COVID-19 Pandemic

RECOMMENDED ACTION: Receive Council direction to maintain or abandon downtown
street barricades and designated parking stalls due to potential
influence of the Delta Variant, an original response to the
COVID-19 pandemic.
BACKGROUND INFORMATION: On June 9, 2020, the City Council approved the installation and
monthly maintenance of street -side, water filled barricades,
occupying selected downtown parking spaces, affording more
area for outdoor seating for restaurants, pubs and wine tasting facilities. These spaces concentrated
on School Street were scheduled to be removed on Monday, August 16, 2021, or maintained at the
expense of the merchant until Friday, October 29, 2021. This deadline is in anticipation of seasonal
shopping requiring a greater availability of parking stalls.
The extensions previously approved by Council have approved related expenditures, $72,555.95 to
date. Staff recognizes there is an avoidable cost associated with the removal and reinstallation of the
barricades should the Delta Variant require indoor dinning reductions or closures. The cost to move
the barricades in and out is $125 per move per business. The cost per barricade (currently 87) to
remain in place is $60 per month.
Staff is seeking recommendation from City Council to continue the program to a timeframe at the
pleasure of Council, or terminate as of August 30, 2021 _
