SPECIAL CITY COUNCIL MEETING

A. Roll Call by City Clerk
The Special City Council meeting of August 24, 2021, was called to order by Mayor Pro Tempore
Chandler at 7:03 a.m.
Mayor Nakanishi arrived to the meeting at 7:12 a.m. due to a technical issue.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and
https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09; the
opportunity for public comment was available through councilcomments@lodi.gov and
https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09.
Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Cusmir
B. Topic(s)
B-1 Receive Council Direction to Maintain or Abandon Downtown Street Barricades and
Designated Parking Stalls Due to Potential lnfluence of the Delta Variant, an Original
Response to the COVID-19 Pandemic (CD)
Community Development Director John Della Monica provided a presentation regarding
Downtown street barricades and designated parking stalls. Specific topics of discussion included
background regarding the initial installation of the street barricades to provide outdoor seating at
Downtown restaurants, information regarding the extension of the barricade program to
August 30 unless businesses wanted to pay for the barricades extending the program to
October 31, the monthly cost of the barricade rental, the cost of removal and replacement of the
barricades, and a request from staff for Council direction moving forward.
Mayor Pro Tempore Chandler made a motion, second by Council Member Hothi, to remove the
barricades on August 30 and make accommodations for those businesses that want them, to
retain the barricades at the business' expense through September 30, 2021.

The above motion carried by the following vote:
Ayes: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi
Noes: None
Absent: None

The City Council held a ROLL CALL vote (all voiced their votes).

There being no further business to come before the City Council, the meeting was adjourned
