BACKGROUND INFORMATION: On March 7, 2018, the City Council adopted Ordinance No. 1949, transitioning from at -large elections to by -district City Council member elections following the 2018 elections. Once the federal census data is released, State law requires the City Council review and adjust the boundaries of its districts to ensure compliance with the Voting Rights Act. Pursuant to California Elections Code 21600 et seq., the City of Lodi is required to review and make adjustments to the boundaries of the five Council districts (redistrict) after each Federal decennial census, using the census data as a basis for any changes. On July 21, 2021, the City held the first Public Hearing to receive a report outlining the redistricting process, identifying the permissible criteria to be considered, and the mapping tools that will be available to the public to provide input. The purpose of this second public hearing is to receive a presentation on the permissible criteria to be considered to redraw City Council election boundaries, instruction on defining neighborhood and communities of interest, and to receive public input. Two Public Hearings to discuss and revise the draft maps and to discuss the election sequence. Final map must be posted at least 7 days prior to adoption. Map adopted via ordinance. Beyond Neighborhoods: Communities Under the California Elections Code, "community of interest" has a very specific definition in the context of districting and redistricting cities and counties: A "community of interest" is a population that shares common social or economic interests that should be included within a single district for purposes of its effective and fair representation. Communities of interest do not include relationships with political parties, incumbents, or political candidates.
