HomeMy WebLinkAboutAgenda Report - August 18, 2021 C-24 PHAGENDA ITEM C,-24 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Set Public Hearing for September 15, 2021 to Introduce Ordinance Amending Lodi Municipal Code Chapter 13.20 - "Electrical Service" by Enacting Section 13.20.231 - Schedule LD - Outdoor Dusk -to -Dawn Lighting (LED) MEETING CATE: August 18, 2021 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: Set a public hearing for September 15, 2021 to introduce an ordinance amending Lodi Municipal Code Chapter 13.20 - "Electrical Service" by Enacting Section 13.20.231 - Schedule LD - Outdoor Dusk -to -Dawn Lighting (LED) BACKGROUND INFORMATION: Lodi Electric Utility (LEU) owns and maintains approximately 180 outdoor dusk -to -dawn lights which provide lighting for customers' private outdoor use for which customers are billed monthly. These lights are in addition to the ever 8,000 streetlight units which illuminate public streets, facilities and rights of way. Since 2016, LEU has been working to retrofit all of its existing streetlights with light emitting diode (LED) technology in an effort to lower energy consumption for the same lumens or actual light, to reduce mairitenance costs, and to take advantage of the longer useful life LED fixtures offer. To date, most of the City's standard cobra -head type streetlights have been updated with work completed in 2016. Work continues to complete the retrofit of the remaining decorative City streetlights with all work estimated to be completed by 2023. In order to complete the retrofit of customer billed dusk -to -dawn lights, it was necessary to develop a new rate tariff which reflects the appropriate costs to be billed for the newer, more efficient LED fixtures. As such, staff requested the assistance of its rate consultant, GDS Associates (previously EES Consulting) to develop a new Outdoor Dusk -to -Dawn Lighting LED rate. In accordance with best practices, GDS calculated a number of components which result in a proposed monthly cha�ge for the new tariff based on fixture size. Those cost components include power supply, distribution, administration, maintenance, depreciation, carrying charges as well as applicable surcharges and taxes. Dusk to dawn lights are not metered; thus monthly charges are based on wattage of the fixtures in addition to estimated run times from dusk to dawn — or 4,380 hours per year. While currert LED dusk -to -dawn fixtures for Lodi are specified as either 39 watt or 91 watt, there may be other sizes installed based on the availability and circumstances at the time of each installation. Therefore, it is proposed that a small LED rate include lights between 0-50 watts and a large LED rate include lights over 50 watts up 110 watts. The small LED would assume an average of 39 watts and the large LED rate would assume an average of 91 watts. This approach reflects the desire for simplification, while recogrizing there will not be much of a cost difference in power supply costs from small deviations in wattage, given LED effic ency, Multiple lights may be installed to achieve additional lighting requirements or should a fixture be requested that is over 110 watts, the proposed tariff provides for LEU APPROVES: Steve Schwabauer Stephen Schwabauer, City Manager Set Public Hearing for September 15, 2021 to Consider Introducing Ordinance Amending Lodi Municipal Code Chapter 13.20 - "Electrical Service" by Enacting Section 13 20.231 - Schedule LD - Outdoor Dusk -to -Dawn Lighting (LED) August 18, 2021 Page 2 staff to calculate the monthly charge using the same formula/methodology as that used to calculate the small and large LED rate — accounting for the proposed fixture wattage. Staff proposes to maintain its existing dusk -to -dawn rate tariff and establish this new proposed tariff for customers to transition to as less efficient lighting technology is phased out at the end of its useful life. A comparison of existing dusk - to -dawn rates for older, less efficient gas discharge lamps and the proposed LED technology are provided below: 39 -watt LED 91 -watt LED 6,000 lumen gas discharge lamps (70 watt) 18,000 lumen gas discharge lamps (100 watt) $7.69 N/A $11.14 N/A N/A $13.02 (no change) N/A $24.16 (no change) A review of other utility LED dusk -to -dawn rates shows Lodi is competitive in terms of its proposed rate(s). Prior to developing the above referenced LED rate, staff conducted a field audit to confirm installed fixtures. As part of the field audit, it was discovered that some of the dusk -to -dawn rates had already been retrofitted with LED technology; as such, these customers will be credited back the difference between the non -LED and LED rate once the new LED rate takes effect. It is proposed that the new rate take effect December 1, 2021 to provide staff sufficient time to update billing records and calculate and issue any credits that may be due to customers. FISCAL IMPACT: Annual revenue for dusk -to -dawn lighting totals approximately $30,000. Once all lights are retrofitted, the newly proposed Outdoor Dusk -to -Dawn Lighting (LED) tariff will provide approximately $20,000 annually. This reduction in revenue is reflective of reduced energy consumption and maintenance charges incurred by LEU. FUNDING AVAILABLE. Not applicable.
