RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for 2021
Blakely Park Sport Fields & Irrigation Improvements.
BACKGROUND INFORMATION: In 2016, the City applied for the California Youth Soccer and
Recreation Development Project offered by the State Parks, Office
of Grants and Local Services to renovate Blakely Park. In 2017, the
City was awarded the grant in the amount of $882,340 contingent upon the funds being spent by June 30,
2025, and the project including a water conservation measure.
With construction costs increasing every year, it is in the City's best interest to proceed with the Blakely
Park renovation project sooner than later. In addition, Blakely Park's existing irrigation system is outdated
and underpowered, resulting in some turf areas receiving excess water while other areas receive an
insufficient amount. This project provides for new turf, irrigation system, basketball court, soccer field,
and baseball diamond renovations at Blakely Park. The new irrigation system, including a booster pump,
is estimated to save approximately 1 million gallons of water per year.
The specifications are on file in the Public Works Department. The planned bid opening date is
September 15, 2021.
Staff recommends approving specifications and authorize advertisement for bids for 2021 Blakely Park
Sport Fields & Irrigation Improvements.
FISCAL IMPACT: Maintenance costs should remain the same, however, staff anticipates
reduced operations costs due to water and energy savings. This project
does not impact the General Fund.
FUNDING AVAILABLE: Funding will be identified at project award.
