AGENDA TITLE: Authorization to Advertise for Bids for Asbestos Abatement and Demolition of the
Residential Structures and the Detached Accessory Structure Located at 220 E.
Pine Street, 222 E. Pine Street, and 11 S. Washington (APN 043-074-06) as an
Abatement Action.

RECOMMENDED ACTION: That the City Council authorize the advertising for bids for asbestos abatement
and demolition of the residential structures and detached accessory structure, all
located at situs address 220 E. Pine Street.
BACKGROUND INFORMATION: This project is an abatement action to eliminate the nuisance conditions
caused by the vacant, deteriorated residential structures located on the
property identified as situs address 220 E. Pine Street, Assessor's Parcel
No. 043-074-06. There are three residential structures upon said property,
220 E. Pine Street, a vacant studio unit, 222 E. Pine Street, a vacant 2 -story apartment building, 11 S. Washington
Street, a vacant single-family dwelling, and one detached accessory structure located on the property.
This property is owned by Jeff Lauro, who has failed over the past year to begin the rehabilitation of the structures
that he had intended to do. More seriously, he has failed to adequately maintain the property in the interim and has
allowed an attractive nuisance to be maintained which threatens the health and safety of the residents of the
surrounding properties, many of which are young children.
On October 23, 2000, a Notice and Order to Repair or Demolish was issued which required the property owner to
either initiate the rehabilitation or demolition of the structures within 15 days. There was no response to that Notice
and the abatement procedure was initiated by having the structures tested for asbestos. The property owner failed
to respond to our requests for access to the structures to facilitate that testing, so an Inspection Warrant was
obtained and executed.
The Asbestos Report indicates some material in one of the structures that will need to be abated before demolition
of that particular structure can commence. The abatement of the asbestos material has been incorporated into the
bid specifications which are available for review at the Community Development Department.

FUNDING: The money for this abatement action will be coming from the Repair and Demolition Fund. A
request for appropriation of funds will be made at contract award.
