RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to waive the bid
process and purchase one Troubleman Bucket Truck AT40-G, one
Backyard Machine DB41 with Carrier, one 95' Crane Truck with
Man Basket AC23-95, and one Crew Bucket Truck TA -60 from Altec
Industries Inc. of Dixon, utilizing competitively bid Sourcewell
Contract No. 012418 -ALT in an amount not to exceed $975,000.
BACKGROUND INFORMATION: Lodi Electric Utility (LEU) currently uses the vehicles and equipment
listed in the table below to perform maintenance and construction
activities associated with Lodi's electric distribution system.
Many of the new materials such as poles, transformers, and concrete products are now larger and
heavier, thus requiring vehicles and equipment with increased weight and height capabilities. The
following vehicles and equipment have been identified for replacement or purchase by LEU based on
operational need and are critical to ensuring safe, reliable electric service for LEU customers:

Per Lodi Municipal Code Section 3.20.045, the bidding process may be waived when it is advantageous
for the City, with appropriate approval by the City Manager and City Council, to use contracts that have
been awarded by other California public agencies, provided that its award was in compliance with their
formally -adopted bidding or negotiation procedures.
Therefore, staff recommends authorizing the City Manager to waive the bid process and purchase the
proposed vehicles and equipment in an amount not -to -exceed $975,000 from Alter Industries Inc. of
Dixon, using the competitively bid Sourcewell Contract No. 012418 -ALT.
FISCAL IMPACT. This proposed purchase of heavy-duty equipment and vehicles will provide
LEU staff a more safe and efficient platform for maintaining the Citys
electric distribution system, including emergency calls.
FUNDING AVAILABLE: Fiscal Year 2021/22 Account No. 50199000.77030 and 50199000.77040.

FROM ALTEC INDUSTRIES, INC., OF DIXON, UTILIZING THE

one Backyard Machine DB41 with Carrier, one 95 -foot Crane Truck with Man Basket AC23-95,
and one Crew Bucket Truck TA -60 from Altec Industries, Inc., of Dixon, California, utilizing the
competitively -bid Sourcewell Contract No. 012418 -ALT, in an amount not to exceed $975,000.
