RECOMMENDED ACTION Public Hearing to consider adopting resolution adopting 2020 Water
Shortage Contingency Plan Update.
BACKGROUND INFORMATION: The City of Lodi first developed its Water Shortage Contingency Plan
(WSCP) based upon the Water Conservation Ordinance, Lodi
Municipal Code, Section 13.08, Article III, which was adopted on
November 18, 2015. As a result of new state mandates related to the WSCP and Urban Water
Management Plan (UWMP) requirements, the WSCP is no longer a component of the UWMP and must
be a standalone Plan moving forward.
The City's WSCP has been updated to bring it into compliance, consistent with the 2020 UWMP
Guidebook and California Water Code requirements. This change now mandates that a public hearing
separate from the UWMP be conducted specific to the WSCP.

By maintaining an updated Water Shortage Contingency Plan, in
accordance with State requirements, the City of Lodi remains eligible for
various grant funding sources.

A RESOLUTION OF THE LODI CITY COUNCIL
ADOPTING THE 2020 WATER SHORTAGE
CONTINGENCY PLAN UPDATE
WHEREAS, the City of Lodi first developed its Water Shortage Contingency Plan
(WSCP) based upon the Water Conservation Ordinance, Lodi Municipal Code,
Section 13.08, Article III, which was adopted on November 18, 2015; and
WHEREAS, per new State mandates related to the WSCP and Urban Water
Management Plan (UWMP) requirements, the WSCP is no longer a component of the

WHEREAS, the City's WSCP has been updated to bring it into compliance,

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
adopt the 2020 Water Shortage Contingency Plan Update.
