SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, JUNE 29, 2021
The Special City Council meeting of June 29, 2021, was called to order by Mayor Nakanishi at
7:00 a.m.
Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members
participated in the meeting via teleconference and the meeting was available for viewing by the
public via livestream at https://www.facebook.com/CityofLodi/ and
https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09; the
opportunity for public comment was available through councilcomments@lodi.gov and
https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09.
Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro
Tempore Chandler, and Mayor Nakanishi
Absent: None
Also Present: Deputy City Manager Keys, City Attorney Magdich, and City Clerk Cusmir
City Attorney Janice Magdich provided a presentation regarding reaffirming the ratification of the
City Manager's proclamation finding the continued existence of a local emergency.
Deputy City Manager Keys explained that it is important to keep the emergency declaration in
place for an additional 30 days in anticipation of reimbursement. Mr. Keys noted that the FEMA
emergency declaration is set to remain in place until at least the end of September.
City Attorney Magdich noted that the State has not yet lifted their emergency declaration.
Mayor Pro Tempore Chandler made a motion, second by Council Member Kuehne, to adopt
Resolution No. 2021-185 reaffirming the ratification of the City Manager's proclamation finding the
continued existence of a local emergency and rendering certain emergency orders.

Community Development Director John Della Monica provided a presentation regarding
appropriation of funds for the Harmony Homes Project. Specific topics of discussion included
background information regarding the Homeless Emergency Aid Program (HEAP) grant and the
first year Permanent Local Housing Allocation (PLHA) grant, the interest earned on both the
HEAP and PLHA grant funds, and the staff request to formally allocate the interest earned to the
Harmony Homes project.
Mayor Pro Tempore Chandler asked about the progress of the Harmony Homes
Project. Mr. Della Monica stated that the site work is approximately 90% complete and the
housing units are estimated to be delivered in about two months.
Neighborhood Services Manager Jennifer Rhyne stated that only the fair market value can be
funded through grant funds, in response to a question asked by Mayor Nakanishi.
Mayor Pro Tempore Chandler made a motion, second by Council Member Kuehne, to adopt
Resolution No. 2021-186 approving appropriations for Homeless Emergency Aid Program
(HEAP) grant interest, in the amount of $71,312, and for first year Permanent Local Housing
Allocation (PLHA) grant award, in the amount of $336,265, to be allocated to HEAP Capital
Improvement Plan (CIP) in support of Harmony Homes Project and reduce appropriations in
Emergency Shelter CIP, in the amount of $336,265.
