HomeMy WebLinkAboutMinutes - July 27, 2021 SMLODI CITY COUNCIL SPECIAL CITY COUNCIL MEETING CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, JULY 27, 2021 The Special City Council meeting of July 27, 2021, was called to order by Mayor Nakanishi at 7:00 a.m. Due to the COVID-19 pandemic and pursuant to Executive Order N-29-20, all Council Members participated in the meeting via teleconference and the meeting was available for viewing by the public via livestream at https://www.facebook.com/CityofLodi/ and https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09; the opportunity for public comment was available through councilcomments@lodi.gov and https://zoom.us/j/93455719476?pwd=NDdhc1E4OEZyYWV3d2pDY1U5SjVZZz09. Present: Council Member Hothi, Council Member Khan, Council Member Kuehne, Mayor Pro Tempore Chandler, and Mayor Nakanishi Absent: None Also Present: City Manager Schwabauer, City Attorney Magdich, and Assistant City Clerk Farris City Manager Schwabauer provided a presentation reaffirming the ratification of the City Manager's proclamation finding continued existence of a local emergency. In response to Mayor Pro Tempore Chandler, Mr. Schwabauer stated that there are a few reimbursements that are still outstanding but that if the reaffirmation is not approved, the funding for the Great Plates program would be fine. In further response, Public Works Director Charlie Swimley stated that the City participation in the barricade program for Downtown restaurants will end on August 15 and that removal of all barricades must be completed by October 30. In response to Mayor Nakanishi, Deputy City Manager Andrew Keys stated that the current outstanding reimbursements are less than $1,000 and that the Federal declaration of emergency is set to expire in September. He added that the cost of staff time spent tracking the expenses is exceeding the amount of reimbursement, so reaffirmation of the local emergency would serve as insurance against future expenses. In response to Mayor Nakanishi, City Manager Schwabauer confirmed that the proclamation of a local emergency could be reinstated later if necessary. City Attorney Magdich confirmed that if no action is taken, the proclamation of local emergency will expire on July 30. No action was taken by City Council on the item. None.
