AGENDA ITEM Gm I ee%;CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Public Hearing to Receive Report on Redistricting Process and Permissible Criteria to be Considered to Redraw City Council Election Boundaries and to Receive Public Input MEETING DATE: July 21, 2021 PREPARED BY: City Clerk RECOMMENDED ACTION Public hearing for to receive a report on the redistricting process and permissible criteria to be considered to redraw City Council election boundaries and to receive public input. BACKGROUND INFORMATION: On March 7, 2018, the City Council adopted Ordinance No. 1949, transitioning from at -large elections to by -district City Council member elections following the 2018 elections. Once the federal census data is released, State law requires the City Council review and adjust the boundaries of its districts to ensure compliance with the Voting Rights Act. Pursuant to California Elections Code 21600 et seq., the City of Lodi is required to review and make adjustments to the boundaries of the five Council districts (redistrict) after each Federal decennial census, using the census data as a basis for any changes. The purpose of this first public hearing is to receive a presentation on the redistricting process and permissible criteria to be considered to redraw City Council election boundaries and to receive public input. It is required that one Public Hearing be held prior to any draft maps being drawn (ELEC § 21607.1). FISCAL IMPACT: Not applicable. FUNDING AVAILABLE: Not applicable. Examples of physical features defining a neighborhood boundary: ■ Natural neighborhood dividing lines, such as highway or major roads, rivers, canals and/or hills ■ Areas around parks or schools ■ Other neighborhood landmarks In the absence of public testimony, planning records and other similar documents may provide definition. Beyond Neighborhoods: Defining Communities of Interest 1St Question: What defines your community? ■ Geographic Area, plus ■ Shared issue or characteristic ■ Shared social or economic interest ■ Impacted by city or county policies ■ Tell us "your community's story" 2nd Question: Would this community benefit from being "included within a single district for purposes of its effective and fair representation"? ■ Or would it benefit more from having multiple representatives? Definitions of Communities of Interest may not include relationships with political parties, incumbents, or political candidates. Beyond Neighborhoods: Communities Under the California Elections Code, "community of interest" has a very specific definition in the context of districting and redistricting cities and counties: A "community of interest" is a population that shares common social or economic interests that should be included within a single district for purposes of its effective and fair representation. Communities of interest do not include relationships with political parties, incumbents, or political candidates.
