HomeMy WebLinkAboutAgenda Report - November 15, 2000 H-13CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt a Resolution Approving No -Parking Zones on Guild Avenue at Industrial Way and at Lodi Avenue MEETING DATE: November 15 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution approving the installation of no -parking zones on Guild Avenue at Industrial Way and at Lodi Avenue, as shown on Exhibit A. BACKGROUND INFORMATION: The following visibility study has been performed based on complaints received and staff's observations of parked trucks and other vehicles on Guild Avenue adjacent to the intersections of Lodi Avenue and Industrial Way. Following are the results of the study and staffs recommendations. A sight distance analysis was performed to determine the amount of no parking needed to see approaching cross traffic. This analysis considers the approaching traffic speed on the major street and the position of the driver's eye while stopped waiting to enter or traverse the major street. RECOMMENDATION: Based on the analysis, staff recommends that Council approve the installation of the no - parking zones as shown on Exhibit A. Currently, the Public Works Director is authorized to install no parking in lengths of up to 100 feet. Although two no -parking zones recommended on Guild Avenue are 100 feet or less, they were included with the other no -parking zones. The only existing business that would be affected by the no -parking zones is located on Guild Avenue north of Lodi Avenue. However, based on field reviews, the use of street parking in the area is minimal and the business appears to have more than adequate on-site parking and on -street parking is available on Lodi Avenue for this corner parcel. As an informational note, street parking is not included in the parking requirements for a particular business per the Zoning Code. All of the other locations where the removal of parking is being considered are vacant. If street parking is removed now, any additional parking needs of the businesses can be considered during the planning review process.
