CITY OF LODI ,i COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing Public Works Director to Execute Agreements with Caltrans to Install No Parking Signs or Paint Red Curb on Victor Road MEETING DATE: July 21, 2021 PREPARED BY: Public Works Director RECOMMENDED ACTION Adopt resolution authorizing Public Works Director to Execute Agreements with Caltrans to install No Parking Signs or paint red curb on Victor Road. BACKGROUND INFORMATION: The City has received multiple complaints regarding the lack of sight distance at the intersection of Victor Road (Highway 12) and Guild Avenue. This intersection is a non -signalized intersection with 2 -way stop control on Guild Avenue. Currently, vehicles attempting to cross or make a left turn onto Victor Road must "creep" out past parked cars on both sides of Victor Road in order to see the on -coming traffic. Since Victor Road is under Caltrans jurisdiction, staff contacted Caltrans regarding the concerns. Caltrans did a preliminary review based on the collision records and pre -pandemic traffic volume and determined this intersection does not meet the traffic signal warrant guidelines as established by the California Manual on Uniform Traffic Control Device (CAMUTCD). Caltrans suggested the City install "No Parking" signs or red curb on the south side of Victor Road to improve sight distance from Guild Avenue which will improve traffic safety (Exhibit A). The proposed no parking limits on Victor Road do not require amending Traffic Resolution 97-148 since Victor Road is under Caltrans jurisdiction. Caltrans requires the City to apply for a Caltrans encroachment permit and submit a Council resolution for the installation of the No Parking signs or the painting of the red curb. Staff recommends authorizing Public Works Director to execute agreements with Caltrans for the installation of the No Parking signs or the painting of the red curb on the south side of Victor Road (Highway 12 in San Joaquin County), 300 feet east and 500 feet west of Guild Avenue. FISCAL IMPACT: The cost of the No Parking signs installation or red curb painting is estimated to be $2,000. The funding will come from the street fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the Public Works Director to execute agreements with Caltrans for the installation of the No Parking signs or the painting of the red curb on the south side of Victor Road (Highway 12 in San Joaquin County), 300 feet east and 500 feet west of Guild Avenue; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
