AGENDA TITLE: Adopt Resolution Authorizing Purchase of Omicron Asset Data and Management
Solution from Geo E. Honn Co., Inc. of Vacaville ($62,018)

RECOMMENDED ACTION: Adopt resolution authorizing the purchase of an Omicron Asset Data
and Management Solution from Geo E. Honn Co., Inc. of Vacaville
in an amount not -to -exceed $62,018.
BACKGROUND INFORMATION- Lodi Electric Utility (LEU) continues to modernize workflows and
organize more records and data electronically, seeking better
efficiencies, tracking, reporting, analysis and decision making
capabilities.
Central to these efforts is the need for an intelligent data management tool for LEU's four substations and
all internal electrical and manual assets. A major component of electric utilities is the integration of
software for asset tracking, maintenance cycling, as well as testing analysis and record-keeping that can
be harmonized and efficiently utilized amongst various utility personnel. Omicron's solution aligns with
other smaller utilities that require data management tools which are easy to use, simple to integrate and
cost effective with capacity to grow, compared to larger utilities that require far more advanced and
significantly more expensive tools and software.
The proposed purchase includes initial software for the enterprise level tool that will utilize IT support with
synchronization amongst LEU personnel desktops and laptops. LEU personnel will be able to utilize a
web interface to gather simple asset information including, but not limited to, asset types, maintenance
cycles and more. In addition to the initial software, this purchase will include support to December 2024
which includes training, consulting and Omicron's assistance with IT server setup and personnel software
setup, as well as working with LEU staff to gather and input all necessary assets into the software in the
near and long-term.
Staff solicited quotes for similar software and only one other product was deemed comparable; however,
the price was more than double that of the Omicron solution. Per Lodi Municipal Code, Section 3.20.077,
acquisition of software may be negotiated and completed based on best value criteria including cost,
quality, ability to provide support services and supplier experience. LEU believes that the Omicron
solution provides the best combination of expertise and qualifications to provide cost-effective tools for
smaller electric utilities such as LEU. Geo E. Honn Co., Inc. is the authorized distributor for the Omicron
solution.
FISCAL IMPACT: The software and multi-year support purchase totals $62,018.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
PURCHASE OF OMICRON ASSET DATA AND MANAGEMENT SOLUTION

NOW, THEREFORE, BE IT RESOLVED, the Lodi City Council does hereby authorize the
purchase of Omicron Asset Data and Management Solution from Geo E. Honn Co., Inc., of
Vacaville, California, in an amount not to exceed $62,018, including support to December 2024.
