AGENDA TITLE: Adopt Resolution Authorizing Purchase of Portable Equipment for Collection of
Utility Meter Reads from General Pacific, Inc. of Fairview, OR ($54,125)

RECOMMENDED ACTION: Adopt a resolution authorizing the purchase of portable equipment
for collection of utility meter reads from General Pacific, Inc. of
Fairview, OR in the amount of $54,125.
BACKGROUND INFORMATION: Lodi Electric Utility (LEU) Field Services staff currently operate two
fixed network mobile data collectors. These units collect radio reads
the fixed network is unable to collect.
On average, the mobile data collector units collect over 200 reads per day from the City's ITRON fixed
network. The current units are over ten years old and replacement parts are no longer available. If power
chords, antennas, or hardware connectors break, the City is unable to acquire new replacement parts and
the existing units would become non -operational. Failure of these units would result in staffs inability to
manually collect the required reads for electric and water customer billing.
The MC4PRO is the only unit compatible with the City's fixed network infrastructure and General Pacific,
Inc. is ITRON's authorized and sole distributor for Northern California, including Lodi. As such, per Lodi
Municipal Code, Section 3.20.070, the bidding process may be dispensed when the commodity can be
obtained from only one vendor, due to need for branded replacement parts or supplies for equipment of
like brand.
Staff therefore recommends authorizing the purchase of these mobile collector units as described above.
As with most fixed network expenses, LEU and Public Works will share the cost as noted below.
FISCAL IMPACT: Total cost of $54,125.

RESOLUTION NO. 2021-190
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
PURCHASE OF PORTABLE EQUIPMENT FOR COLLECTION OF
UTILITY METER READS FROM GENERAL PACIFIC, INC., OF
FAIRVIEW, OREGON
WHEREAS, Lodi Electric Utility (LEU) Field Services staff currently operate two

that the ITRON fixed network is unable to collect; and
WHEREAS, the current units are over ten years old, replacement parts are no
longer available, and if power chords, antennas, or hardware connectors break, the City
is unable to acquire new replacement parts and the existing units would become non-
operational; and
WHEREAS, failure of these units would result in staff's inability to manually collect
the required reads for electric and water customer billing; and
WHEREAS, the Mobile Collector 4PRO (MC4PRO) is the only unit compatible with
the City's fixed network infrastructure and General Pacific, Inc., is ITRON's authorized and
sole distributor for Northern California, including Lodi; and
WHEREAS, per Lodi Municipal Code Section 3.20.070, the bidding process may

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the purchase of portable equipment for the collection of utility meter reads from
General Pacific, Inc., of Fairview, Oregon, in the amount of $54,125.
