BACKGROUND INFORMATION: The White Slough Water Pollution Control Facility (WSWPCF) currently maintains a 50 -acre water storage pond and various areas throughout the facility requiring vegetation maintenance. In addition, the City's Streets and Drainage Division currently maintains several storm retention basins totaling approximately 68 -acres. To safely and efficiently maintain these facilities, staff is recommending the purchase of a new John Deere 6130M Tractor equipped with a factory mounted rear flail boom mower. The boom mower will have an estimated reach of 24 -feet with the ability to mow steep slopes not accessible when using a pull behind flail mower (Exhibit 1). Per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by the City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that its award was in compliance with their formally -adopted bidding or negotiation procedures. Staff originally budgeted $175,000 for this purchase. Due to demand and the shortage of materials, the cost of the tractor and mower increased substantially. The additional appropriation request is to account for the increase. Staff recommends authorizing City Manager to waive bid process and purchase a Tractor with Boom Mower from Tiger Mower, of Sioux Falls, South Dakota, utilizing the competitively bid Sourcewell Contract No. 052417 -TGR, in the amount of $203,744, and appropriating funds in the amount of $28,744.
