Parking Structure Masonry Wall Repair Project; Adopt Resolution Authorizing City

RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for Lodi Parking Structure Masonry Wall Repair Project and
Staff recommends authorizing City Manager to award Contract to
lowest responsive bidder, in an amount not to exceed $30,000, and execute change orders in an amount
not -to -exceed $5,000.
BACKGROUND INFORMATION: The Lodi Station Parking Garage, located at 50 North Sacramento
Street, was constructed in 2002, using post -tensioned concrete.
Staff recently observed cracks in the masonry wall at the WOW
museum tenant space. Staff hired Siegfried Engineering, Inc. of Stockton, in April 2021, to conduct a
structural assessment of the masonry wall that exhibits the cracks. The assessment report identified
the cracks resulted from aging joint material and minor defects in the original joint construction
(Exhibit A). It must be emphasized the identified defects do not pose a risk to the structure at this time.
This project will remove and replace the damaged joint material and masonry units (brick elements); and
other incidental and related work as shown on the plans and specifications of the project.
The plans and specifications are on file in the Public Works Department. The planned bid opening date
is August 18, 2021. The project estimate is $30,000. This project is part of the budgeted Transit Facility
Repair and Upgrades project.
Staff recommends Council approve plans and specifications and authorize advertisement for bids for Lodi
Parking Structure Masonry Wall Project and Staff recommends authorizing City Manager to award
Contract to lowest responsive bidder, in an amount not -to -exceed $30,000, and execute change orders in
an amount not -to -exceed $5,000.
FISCAL IMPACT: The repair is necessary to repair damage to the masonry wall and to avoid
additional, future damage if the repairs are not addressed. This project
does not impact the General Fund.

RESOLUTION NO. 2021-187
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO AWARD A CONTRACT TO THE LOWEST RESPONSIVE
BIDDER FOR THE LODI PARKING STRUCTURE MASONRY WALL REPAIR
PROJECT AND TO EXECUTE CHANGE ORDERS
WHEREAS, staff recently observed cracks in the masonry wall at the World of Wonder
Science Museum tenant space located at the Lodi Station Parking Garage,
50 North Sacramento Street; and
WHEREAS, in April 2021, staff hired Siegfried Engineering, Inc., of Stockton, to conduct
a structural assessment of the masonry wall that exhibits the cracks. The assessment report
identified the cracks resulted from aging joint material and minor defects in the original joint
construction; and
WHEREAS, staff recommends authorizing the City Manager to award a contract to the
lowest responsive bidder for the Lodi Parking Structure Masonry Wall Project in an amount not
to exceed $30,000; and
WHEREAS, staff also recommends authorizing the City Manager to execute change
orders in an amount not to exceed $5,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award a contract to the lowest responsive bidder for the Lodi
Parking Structure Masonry Wall Project in an amount not to exceed $30,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute change orders in an amount not to exceed $5,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
