HomeMy WebLinkAboutAgenda Report - November 15, 2000 H-08AGENDA TITLE: Authorize City Manager to Execute a Professional Services Agreement with West Yost & Associates for Engineering Services to Perform Pilot Testing to Determine the Feasibility of Percolation Treatment/Disposal of Effluent; and Appropriate $114,500 for the Project MEETING DATE: November 15, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional services agreement with West Yost & Associates for engineering services to perform a pilot test to determine the feasibility of percolation treatment/disposal of treated effluent from the White Slough Water Pollution Control Facility (WSWPCF); and appropriate $114,500 for the project in accordance with the recommendation shown below. BACKGROUND INFORMATION: The objective of this pilot test will be to determine if percolation basins will be a feasible alternative for land treatment and disposal of effluent from the WSWPCF. Winter percolation of effluent is one of the recommended alternatives in the Wastewater Master Plan currently being developed by West Yost & Associates (see attached proposal). To verify if this alternative is feasible and should be given further consideration, a pilot test on City land is being proposed to evaluate whether or not appropriate loading rates can be obtained without impacting groundwater quality and the land needs for total effluent disposal. This needed testing was briefly outlined to the Council during discussion of the Wastewater Master Plan at the September 19, 2000 Shirtsleeve Session. (Consultant), dated January 13, 1998, the Consultant is authorized to complete the work scope defined in this Task Order No. 4 according to the schedule and budget defined herein. SCOPE OF SERVICES The objective of this study will be to verify the feasibility of percolation treatment/disposal, develop appropriate loading rates for fields surrounding the plant, and evaluate the effects of percolation on groundwater quality and water table height. The study will help provide the valuable evidence needed for the development and approval of a full scale percolation disposal system. The specific tasks to be performed were described in detail in the Percolation Treatment/Disposal Pilot Study proposal letter dated September 22, 2000. A short description of each task are described below: 1. Survey and perform a sub -surface examination of the percolation fields. 2. Compile and review collected information and prepare the design and layout of the pilot study. 3. Manage the construction and development of the percolation fields, including field preparation and the installation of berms, rice gates, weirs with pressure transducer water level detectors and data loggers, monitoring wells, and staff gauges. 4. Perform bi-weekly measurements and monitoring of the percolation basins. 5. Prepare 2 preliminary reports during the course of the study to aid the City in developing the Master Plan. Compile and review the information collected over the course of the study to prepare a draft report for City staff review. Prepare a final report following input from City staff. The following deliverables will be submitted to the City in the course of this study: • Draft report 6 copies • Final Report 10 copies COMPENSATION Compensation shall be in accordance with the provisions of the Task Order Agreement between Client and Consultant and the billing rate schedule contained in Exhibit A of this task order. The compensation limit for services performed under this task order shall not exceed $114,500. If additional funds are required to complete the services defined herein beyond this limit, Consultant October 2, 2000 1 Contract\LodiTOI WYA Task Order shall notify Client in writing prior to reaching the authorized limit, and will not proceed with work in excess of the limit without the prior written approval of Client. SCHEDULE Consultant will use best efforts to complete construction of the pilot percolation basins and begin secondary treated wastewater diversions within 4 weeks from notice to proceed. Monitoring will begin when the water has started to be diverted into the fields. The monitoring will continue over a 16 week period. The draft report will be completed within 6 weeks after the completion of the monitoring. The final report will then be completed 4 weeks after comments have been received on the draft. WYA will provide two intermediate progress reports in addition to the final report for use by the City for development of its master plan. The report for the first six weeks of monitoring will be supplied eight weeks after wastewater diversions begin. The second report will be supplied six weeks later. Mileage will be billed at $0.35 per mile. Subconsultants will be billed at actual cost plus 10%. Billing rates apply to all computers and equipment, whether owned or rented by WYA, and to all employment categories including regular full-time, part-time, temporary, and contract employees as defined in WYA's Employee Handbook. Computers are billed at $10, $15 and $25 per hour for general usage, specialty models, and AutoCAD, respectively. A Finance Charge of 1.5 percent per month (an Annual Rate of 18 percent) on the unpaid balance will be added to invoice amounts if not paid within 45 days from the date of the invoice.
