CITY OF LODI
COUNCIL COMMUNICATION
TM
AGENDA TITLE: Adopt Resolution Confirming Fire Executive Management Agreement to the 3%
Cost -Sharing Pursuant to Government Code Section 20516 (Employees Sharing
Additional Cost)
MEETING DATE: June 16, 2021
SUBMITTED BY: Human Resources Manager
RECOMMENDED ACTION: Adopt resolution confirming Fire Executive Management Agreement
to the 3% cost-sharing pursuant to Government Code Section
20516 (Employees Sharing Additional Cost).
BACKGROUND INFORMATION: Pursuant to Resolution 2018-214, the Fire Chief agreed to a three
percent (3%) cost-sharing contribution to the employer's normal cost
of CalPERS retirement, in addition to the employee contribution of
nine percent (9%), for a total of twelve percent (12%) contribution.
The Fire Chief agreed to continue the three percent (3%) cost sharing of the City's Normal contribution to
CalPERS (Resolution 2019-157), with no additional contribution.
Prior to October 2019, the Fire Chief and the Police Chief had the same cost-sharing contribution and
were in the same CalPERS unit for contribution and payroll reporting purposes. Resolution 2019-157 did
not include additional cost-sharing for the Fire Chief; as such, CalPERS requires separate contribution
units, one for the Police Chief and one for the Fire Chief based on their different cost-sharing
agreements. The City will submit an amendment to the CalPERS contract, upon adoption of this
resolution, in order to create a new unit for Fire Executive Management (Fire Chief) and a new unit for
Police Executive Management (Police Chief). This will allow Fire Executive Management to have a
separate cost-sharing amount from all other Executive Management employees.
FISCAL IMPACT: No fiscal impact.
FUNDING AVAILABLE: No additional funding needed -
