AGENDA TITLE: Adopt Resolution Adopting the Eastern San Joaquin Integrated Regional Water
Management Plan 2020 Addendum

RECOMMENDED ACTION Adopt Resolution Adopting the Eastern San Joaquin Integrated
Regional Water Management Plan 2020 Addendum.
BACKGROUND INFORMATION: The purpose of an Integrated Regional Water Management Plan
(IRWMP) is to define and integrate key water management
strategies to establish a prioritized set of projects and actions that,
when implemented, will provide benefits to the regional groundwater basin.
San Joaquin County has been presented with a grant funding opportunity of approximately $6.5 million
dollars to be used for potential projects intended to benefit regional groundwater conditions within the
county. To be eligible for this funding, the projects must be included in a current IRWMP that conforms
to the most recent IRWMP guidelines established by the Department of Water Resources (DWR). The
IRWMP guidelines were last updated by DWR in 2016 and require that participating agencies form a
governance structure (in this case a Memorandum of Understanding) formalizing a commitment to
collaboratively work together in the IRWMP update planning process.
Staff determined it beneficial for Lodi to be part of the governance structure and on September 18, 2019,
recommended that Council adopt a resolution authorizing the City Manager to execute a Memorandum of
Understanding (MOU) of Integrated Water Management Planning Coordinating Committee members.
The MOU was signed by all committee members on October 22, 2019. The committee members
(Coordinating Committee) include the Catholic Charities of the Diocese of Stockton Environmental
Justice, Central Delta Water Agency, City of Lodi, City of Stockton, North San Joaquin Water
Conservation District, Reclamation District No. 2074 (Brookside), Stockton East Water District, Delta -
Sierra Group (Sierra Club), South Delta Water Agency, and South San Joaquin Irrigation District.
The goal of the Coordinating Committee is to facilitate regional cooperation, and to update the Integrated
Regional Water Management Plan (IRWMP) that will enable the region to secure future funding for water
resource projects.
The Coordinating Committee has developed the 2020 Addendum to the 2014 Eastern San Joaquin
IRWMP. This Addendum meets the new guidelines published by the Department of Water Resources
in 2016, and was adopted by the Coordinating Committee on January 20, 2021. As a signatory to the
MOU, the City of Lodi has agreed also to adopt the Addendum. Adoption of the IRWMP Addendum is
necessary to be eligible for IRWM grant funding.

Staff recommends Council adopt a resolution adopting the Eastern San Joaquin Integrated Regional
Water Management Plan 2020 Addendum.
FISCAL IMPACT: There is no cost to be a member of the Coordinating Committee; however,
membership provides entities an opportunity to participate in the IRWMP
planning process.

A RESOLUTION OF THE LODI CITY COUNCIL ADOPTING THE
EASTERN SAN JOAQUIN REGIONAL WATER MANAGEMENT
PLAN 2020 ADDENDUM
WHEREAS, the purpose of an Integrated Regional Water Management Plan (IRWMP) is
to define and integrate key water management strategies to establish a prioritized set of projects
and actions that, when implemented, will provide benefits to the regional groundwater basin;
and
WHEREAS, staff determined it beneficial for Lodi to be part of the governance structure
and on September 18, 2019, recommended that Council adopt a resolution authorizing the
City Manager to execute a Memorandum of Understanding (MOU) of Integrated Water
Management Planning Coordinating Committee members; and
WHEREAS, the Coordinating Committee has developed the 2020 Addendum to the

NOW, THEREFORE, BE IT RESOLVED Lodi City Council does hereby adopt the
Eastern San Joaquin Integrated Regional Water Management Plan 2020 Addendum.
