AGENDA TITLE: Adopt a Resolution Awarding the Contract for Lodi Lake Bicycle/Pedestrian Corridor Project (Phase 1),
1101 West Turner Road, to A. M. Stephens Construction Company, Inc. ($731,270); and Appropriate
$775,000 for the Project

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the above project to
A. M. Stephens Construction Company, Inc., of Lodi, in the amount of $731,268.75; and
appropriate funds in accordance with the recommendation shown below.
BACKGROUND INFORMATION: This project will remove the existing wall and berm between Turner Road and the
Lodi Lake beach, and construct a new asphalt paved bicycle/pedestrian pathway, a
new bulkhead and beach area, shade structure, fencing, park lighting, irrigation,
landscaping, underground electrical, and other incidental and related work. This is the
first phase of a multi -phase project. The second phase of this project will extend the pathway along the west side of
Lodi Lake and continue it west to Lower Sacramento Road. Future phases include extension of the path east across a future
berm and improvements at the Turner Road parking lot, including a bus shelter.
Two items of work were underestimated and were a major reason for the low bidder exceeding the engineer's estimate. The
keystone block wall was approximately $75,000.00 higher than the estimate, and the lighting in the project was $25,000.00
more than expected. Increases and decreases in the other 48 bid items resulted in an additional increase of $42,700.00. As
there was less than a 12% difference between the bidders, staff feels the City has received a good bid and is recommending
that Council award the contract to A. M. Stephens Construction Company, Inc.
Plans and specifications for this project were approved on October 20, 1999. The City received the following three bids for

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR LODI LAKE BICYCLE/PEDESTRIAN CORRIDOR
PROJECT (PHASE 1), 1101 WEST TURNER ROAD, AND APPROPRIATE
FUNDS FOR THIS PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council sealed bids were received and publicly opened on September 27, 2000 at 11:00 a.m.
for Lodi Lake Bicycle/Pedestrian Corridor Project (Phase 1), 1101 West Turner Road, described in
the specifications therefore approved by the City Council on October 20, 2000; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the bid for the Lodi Lake
Bicycle/Pedestrian Corridor Project (Phase 1), 1101 West Turner Road, be made to the low bidder,
A. M. Stephens Construction Co., Inc., of Lodi, California.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the Bid
for the Lodi Lake Bicycle/Pedestrian Corridor Project (Phase 1), 1101 West Turner Road, be made
to the low bidder, A. M. Stephens Construction Co., Inc., of Lodi, California, in the amount of
$731,268.75; and
BE IT FURTHER RESOLVED, that funds in the amount of $775,000.00 be appropriated as
follows:
Parks and Recreation Impact Fees $116,000.00
Special State of California Allocation $197,000.00
Measure K $191,000.00
Transportation Development Act $271,000.00
