HomeMy WebLinkAboutAgenda Report - June 16, 2021 C-05AGENDA ITEM C,,5 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Approve Specifications and Authorize Advertisement for Bids for 2021 Pavement Fog Sealing Program; and Adopt Resolution Authorizing City Manager to Award Contract to Lowest Responsive Bidder ($69,000) and to Execute Change Orders ($7,000), and Appropriating Funds ($36,000) MEETING DATE: PREPARED BY June 16, 2021 Public Works Director RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for 2021 Pavement Fog Sealing Program; and adopt resolution authorizing City Manager to award Contract to lowest responsive bidder, in an amount not to exceed $69,000, and to execute change orders, in an amount not to exceed $7,000, and appropriating funds in the amount of $36,000. BACKGROUND INFORMATION: This project will provide a fog seal over street pavement within Rose Gate I and Reynolds Ranch, see attached Exhibits A and B. Fog Seal is a petroleum emulsion which restores components in asphalt lost during the initial aging process, and improves durability near the surface delaying the time when more expensive wear courses such as slurry seals are required. This initial phase of the program focuses on recently completed residential developments since it is intended to be used on newer pavement. The specifications are on file in the Public Works Department. The planned bid opening date is July 14, 2021. The project estimate is $61,000. This work is intended to be funded entirely by developer fees which were collected in some cases over 5 years ago. Recent inflation on petroleum based products has increased both product and labor costs requiring the additional appropriation request. Fees to cover fog seal applications on future developments will be adjusted accordingly. FISCAL IMPACT: This proactive street maintenance effort is key toward minimizing more costly road maintenance work in the future. This project does not impact the general fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to award a contract to the lowest responsive bidder for the 2021 Pavement Fog Sealing Program, in an amount not to exceed $69,000; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute the contract and change orders in an amount not to exceed $7,000; and BE IT FURTHER RESOLVED that funds in the amount of $36,000 be appropriated as set forth above; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
