A June 16, 2021 Public Works Director RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for Well 6R Granular Activated Carbon Replacement and adopt resolution authorizing City Manager to award Contract to lowest responsive bidder, in an amount not to exceed $130,000, and to execute change orders in an amount not to exceed $13,000 and appropriating funds in the amount of $143,000. BACKGROUND INFORMATION: In May 2021, at Well 6R, routine water samples indicated the presence of the regulated chemical known as 1,2,3,- trichloropropane (1,2,3 -TCP) and was removed from service. This project is needed for the well to meet State drinking water standards and return to service. For decades, Granular Activated Carbon (GAC) has been utilized at several well sites within the City to adsorb dibromochloropropane. The State Water Resources Control Board has identified GAC as a best available technology for also removing 1,2,3 -TCP contamination from drinking water. Well No. 6R is located within Blakely Park at 218 Mission St. (Exhibit A) and has two vessels with 20,000 pounds of GAC each. The GAC filter systems at these locations have been in service with the original carbon media installed in February 2014. This will be the first replacement. The total amount of GAC to be replaced with this project is 40,000 pounds. This project consists of removing the spent granular activated carbon (GAC) from Well Site 6R and inspecting the vessels. After repairs are made by others (if needed), the contractor/supplier will furnish and install domestic virgin GAC into the vessels and provide other incidental and related work. The specifications are on file in the Public Works Department. The planned bid opening date is July 14, 2021. The construction project estimate is $119,000. Staff recommends approving specifications and authorize advertisement for bids for Well 6R Granular Activated Carbon Replacement and adopt resolution authorizing City Manager to award Contract to lowest responsive bidder, in an amount not to exceed $130,000, and to execute change orders in an amount not to exceed $13,000 and appropriating funds in the amount of $143,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to award a contract to the lowest responsive bidder for Well 6R Granular Activated Carbon Replacement, in an amount not to exceed $130,000; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute the contract and change orders in an amount not to exceed $13,000; and BE IT FURTHER RESOLVED that funds in the amount of $143,000 be appropriated as set forth above; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
