RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for Old City Hall Tower Demolition Project and Staff
recommends authorizing City Manager to award Contract to lowest
responsive bidder, in an amount not to exceed $50,000, execute change orders in an amount not -to -
exceed $8,000, and appropriating funds in the amount of $70,000.
BACKGROUND INFORMATION: The project is located at the former City Hall site on 114 North Main
Street. The existing tower was constructed as an add-on structure
to the old fire house which was part of the original City Hall building.
The tower is a 2 story wood structure located on top of a 2 story un -reinforced concrete structure. The
building has been unoccupied for many years.
In December of 2020, staff noticed that the wood tower has shifted from the foundation and is leaning
toward the alley north of Elm Street, between Main Street and Stockton Street. Staff immediately closed
off the area and engaged Siegfried Engineering, Inc., to perform a structural analysis. The analysis
determined the wood structure is unsafe and should be demolish as soon as possible to minimize risk of
collapse and causing more damage to the remaining building and surrounding area.
This project includes removing the wood portion of the structure (3rd and 4'h stories) and installing a
temporary roof to protect the remaining concrete structure below.
The plans and specifications are on file in the Public Works Department. The planned bid opening date
is July 14, 2021. The project estimate is $50,000.
Staff recommends Council approve plans and specifications and authorize advertisement for bids for Old
City Hall Wood Tower Demolition Project and Staff recommends authorizing City Manager to award
Contract to lowest responsive bidder, in an amount not -to -exceed $50,000, execute change orders in an
amount not -to -exceed $8,000, and appropriating funds in the amount of $70,000 to cover staff time and
inspection costs, in addition to the project cost.
FISCAL IMPACT: The demolition of the unsafe structure will eliminate further damage to the
remaining building and avoid potential hazardous conditions to the
surrounding area. This project does impact the General Fund.

RESOLUTION NO. 2021-165
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO AWARD A CONTRACT TO THE
LOWEST RESPONSIVE BIDDER FOR THE OLD CITY HALL
TOWER DEMOLITION PROJECT AND EXECUTE CHANGE
ORDERS; AND FURTHER APPROPRIATING FUNDS
WHEREAS, following structural analysis of the wooden tower located at 114 North Main
Street, it has been deemed unsafe and demolition is recommended. The project includes
removing the wood portion of the structure (3rd and 4th stories) and installing a temporary roof
to protect the remaining concrete structure below; and
WHEREAS, staff recommends authorizing the City Manager to award a contract for the
Old City Hall Wood Tower Demolition Project to the lowest responsive bidder, in an amount not
to exceed $50,000; and
WHEREAS, staff also recommends authorizing the City Manager to execute change
orders in an amount not to exceed $8,000; and
WHEREAS, staff also recommends appropriating funds in the amount of $70,000 to
cover staff time and inspection costs, in addition to the project cost.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award a contract to the lowest responsive bidder for the Old City
Hall Tower Demolition Project, in an amount not to exceed $50,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute the contract and change orders in an amount not to exceed $8,000;
and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby appropriate funds
in the amount of $70,000 for the City Hall Tower Demolition Project to be carried forward into
Fiscal Year 2021-22. , Funding account code is General Liability Fund, 66025000.72399
($70,000); and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
