RECOMMENDED ACTION: Adopt resolution to ratify City Manager's extension of Great
PlatesDelivered program through June 7, 2021 and adjustment of
Fiscal Year 20-21 appropriation in the amount of $6,091,820 to the
exisiting appropriation of $7,490,709 for a total amended appropriation of $13,582,529; and further ask
City Council for direction on the City's continued participation in Great Plates Progam should the program
be continued past the current June 7, 2021 end date given a 100 percent reimbursement by Federal
Emergency Management Agency (FEMA)
BACKGROUND INFORMATION: The City of Lodi has participated as a local administrator of the
Great Plates Delivered meal preparation and delivery program
sponsored by Federal Emergency Management Agency
(FEMA) and the California Office of Emergency Services since May 11, 2020. To date, over 500 senior
citizens and residents between the ages of 60 and 64 at high risk for COVID-19 and citizens 65 years old
and over are receiving meals three times per day. It should be noted the Great Plates Delivered program
is also specifically intended to serve as a restaurant stimulus program. Four local restaurants are enrolled
as the program's meal providers.
As of May 11, 2021, the cumulative number of meals delivered to participants is 455,655, an average of
10,500 meals are served weekly at a cost of approximately $231,000 per week. The total cost of the
program as of May 11, 2021 is approximately $10.1 million.The City's share has been reduced to zero
percent down from what had been 6.25 percent.
The LOEL Senior Center provides important intake and screening services for participants, and assigns
participants to the program's four restaurants. It is the City's plan to reimburse the LOEL Senior Center
staff for hours spent on this critical task from the federal and state reimbursement which includes a five
percent administrative cost allowance.
The program is planned and administered by Business Development staff. Finance staff coordinates the
financial reporting and reimbursements process with FEMA.

It is important to emphasize the length of time that it may take the state and federal government to
reimburse the funds. The reimbursement process will likely follow an extensive audit of invoices and
could take as long as two years. To date, approximately 12 percent of program costs have been
reimbursed to the City.
In addition to the ratification of the extension of the program through June 7, 2021 and the amendment
appropriation, staff respectively asks the City Council for direction on the City's continued participation
in the program beyond the current June 7, 2021 end date.
FISCAL IMPACT: The City of Lodi has the responsibility of bearing the upfront costs of this program and
to date, has incurred costs of about $10.1 million. Since the program is
now reimbursed at a 100 percent level, the City has no cash flow risk if the
program continues and federal reimbursement continues at the 100 percent level. The aforementioned
requested appropriation would fund the program to the end of June 2021 should City Council approve
one additional extension beyond the current end of date of June 7, 2021.
FUNDING AVAILABLE: The Fiscal Year 2020-21 revenue appropriation account is
10095000.55020. The Fiscal Year 2020-21 funds are appropriated in
10095000-72355.

RESOLUTION NO. 2021-149
A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE
CITY MANAGER'S EXTENSION OF THE GREAT PLATES DELIVERED
PROGRAM THROUGH JUNE 7, 2021 AND ADJUSTMENT OF FISCAL YEAR
2020-21 APPROPRIATION IN THE AMOUNT OF $6,091,820 TO THE
EXISTING APPROPRIATION OF $7,490,709 FOR A TOTAL AMENDED
APPROPRIATION OF $13,582,529
WHEREAS, the City of Lodi has been participating in a federal and State -funded
program to provide meals to adults 65 and older and adults 60-64 who are a high-risk for
COVID-19 as defined by the CDC, and who are unable to access meals while staying at home;
and
WHEREAS, over 500 Lodi residents are currently enrolled in the program; and
WHEREAS, four (4) local restaurants participate in the Great Plates Delivered program;

WHEREAS, Federal Emergency Management Administration (FEMA) and California
Office of Emergency Services continue to prioritize the Great Plates Delivered program by
authorizing program extensions and corresponding reimbursements to the local administrator.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify
the City Manager's extension of the Great Plates Delivered program and adjustment of Fiscal
Year 2020-21 appropriation of funds in the amount of $6,091,820 to the existing appropriation
of $7,490,709 for a total amended appropriation of $13,582,529.
The Account Code for the revenue appropriation is 10095000.55020 and the Account Code for
the expenditure appropriation is 10095000.72355; and
