Oversight Committee and Direct City Clerk to Post for Vacancies to the Measure L
Citizens' Oversight Committee for an Additional 30 -days

RECOMMENDED ACTION: Adopt a resolution formalizing the process for appointments to the
Measure L Citizens' Oversight Committee.
Direct the City Clerk to post for vacancies on the Measure L
Citizens' Oversight Committee for an additional 30 days due to the
limited response from the initial recruitment, as requested by
Council Members Khan and Hothi.
BACKGROUND INFORMATION: On July 18, 2018, the City Council adopted Ordinance No. 1953,
establishing the Measure L Citizens' Oversight Committee.
On January 15, 2019, a Special Meeting of the City Council was
held and the City Council provided direction to staff regarding the selection process for Committee
members. The City Council decided to allow each Council Member to nominate a Committee member
from their District for approval by the full Council with the stipulations that:
• a majority vote would be required to reject a nominee; and
• if no applications were received for a particular District, the Council Member
representing said District may select a nominee from the remaining applications.
There was no additional discussion as to whether the above selection process would be used only for the
initial formation of the Committee or if the 2019 selection process would be followed for subsequent
appointments.
Following the 2020 election of two new Council Members, and with the approval of Council, the City
Clerk's Office advertised for recruitment for the two expiring terms for the members representing Districts
4 and 5. Only two applications were received. One applicant for the District 4 opening. No applications
were received from residents in District 5; however, there is an application from a resident of District 3.
Both Council Members Khan and Hothi have requested that the recruitment be reopened in an effort to
increase the applicant pool. Staff is also requesting the Council formalize the selection process of
committee members by resolution.
