RECOMMENDED ACTION: Adopt resolution amending traffic resolution No. 97-148, by
authorizing Public Works Director to establish no parking zone on
Harney Lane between, Mills Avenue and Hutchins Street, and on
Hutchins Street, between Harney Lane and the south City limits.
BACKGROUND INFORMATION: Recently, the Lodi Police Department and Public Works has
received multiple complaints from residents regarding large trucks
that are utilizing the City right-of-way along the south side of Harney
Lane and the west side of Hutchins Street for parking.
The north side of Harney Lane, between Mills Avenue and Hutchins Street, has established residential
subdivisions. The south side of Harney Lane is largely comprised of private farmland, as is the west side
of Hutchins Street, south of Harney Lane. The resident complaints include nighttime and early morning
engine noise and trucks entering private property on the south side of Harney Lane while maneuvering to
park. A no parking zone within the City of Lodi's right-of-way would restrict parking along the south side
of Harney Lane and the west side of Hutchins Street, as shown on Exhibit A.
Staff recommends amending traffic resolution No. 97-148, by authorizing Public Works Director to
establish no parking zone on Harney Lane between, Mills Avenue and Hutchins Street, and on
Hutchins Street, between Harney Lane and the south City limits.

RESOLUTION NO. 2021-143
A RESOLUTION OF THE LODI CITY COUNCIL AMENDING TRAFFIC
RESOLUTION NO. 97-148 BY AUTHORIZING THE PUBLIC WORKS DIRECTOR
TO ESTABLISH A NO -PARKING ZONE ON HARNEY LANE, BETWEEN
MILLS AVENUE AND HUTCHINS STREET, AND ON HUTCHINS STREET,
BETWEEN HARNEY LANE AND THE SOUTH CITY LIMITS
WHEREAS, Lodi Police Department and Public Works Department have received
multiple complaints from residents regarding large trucks that are utilizing the City right-of-way
along the south side of Harney Lane and the west side of Hutchins Street for parking; and
WHEREAS, the north side of Harney Lane, between Mills Avenue and Hutchins Street,
has established residential subdivisions and the south side of Harney Lane is largely comprised
of private farmland, as is the west side of Hutchins Street, south of Harney Lane; and
WHEREAS, a no -parking zone within the City of Lodi's right-of-way would restrict
parking along the south side of Harney Lane and the west side of Hutchins Street; and
WHEREAS, staff recommends amending Traffic Resolution No. 97-148 by authorizing
the Public Works Director to establish a no -parking zone on Harney Lane between,
Mills Avenue and Hutchins Street, and on Hutchins Street, between Harney Lane and the south
City limits.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend
Traffic Resolution No. 97-148 by authorizing the Public Works Director to establish a no -parking
zone on Harney Lane, between Mills Avenue and Hutchins Street, and on Hutchins Street,
between Harney Lane and the south City limits; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
