RECOMMENDED ACTION: Accept improvements under contract for Well 16 Granular Activated
Carbon Replacement.
BACKGROUND INFORMATION: Granular activated carbon (GAC) is utilized at certain well sites to
adsorb dibromochloropropane (DBCP) and other contaminants in
the drinking water in order to maintain levels within the State and
Federal limits. Over time, the carbon loses its adsorptive capacity and must be replaced.
This project consisted of removing the spent granular activated carbon (GAC) from Well Site 16 and
inspecting the vessels. After minor repairs were made (by City forces), the contractor furnished and
installed domestic virgin GAC into the vessels.
The plans and specifications for this project were approved on October 21, 2020 and, in the same
Council action, City Manager was authorized to award the contract to the lowest responsive bidder in an
amount not to exceed $180,000. The City received the following two bids for this project on November
18, 2020:

Based on the bids received, the contract was awarded to Calgon Carbon Corporation, of Moon
Township, Pennsylvania, in the amount of $134,704, and a Notice to Proceed was issued on January 22,
2021.
The contract has been completed in substantial conformance with the specifications approved by City
Council. The contract completion date was April 13, 2021. The actual completion date was April 15,
2021. The additional days were required to allow the City to make necessary repairs prior to refilling.
The final contract price was $134,704.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.

FISCAL IMPACT: This project was necessary to comply with the maximum contaminant levels
at these well sites. The project does not create any additional maintenance
costs.
FUNDING AVAILABLE: This project was funded through DBCP settlement funds.
