AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive Bid Process and Purchase
One Bucket Truck with Material Handling System Mounted on 2022 Ford F-550

RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to waive the bid
process, and purchase one bucket truck with material handling
system mounted on a 2022 Ford F-550 chassis from Aftec
Industries, Inc., of Dixon in an amount not -to -exceed $175,000.
BACKGROUND INFORMATION: Lodi Electric Utility (LEU) currently utilizes a 2009 Ford F-550
bucket truck (Vehicle No. 09-046) to perform maintenance and
troubleshooting activities associated with the electric distribution
system including emergency response calls. This 11 -year old vehicle is utilized daily on a regular basis
and has exceeded the life expectancy for this type of equipment. Repair costs for this vehicle total
$27,574.66. This vehicle is critical to ensuring safe, reliable electric service for LEU customers.
Per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process may
be waived when it is advantageous for the City, with appropriate approval by the City Manager and
City Council, to use contracts that have been awarded by other California public agencies, provided that
its award was in compliance with their formally -adopted bidding or negotiation procedures.
Therefore, staff recommends authorizing the City Manager to waive the bid process and purchase the
proposed troubleshooting bucket in an amount not -to -exceed $175,000, using the competitively bid
Sourcewell Contract No. 012418 -ALT.
FISCAL IMPACT: The replacement of this heavy-duty vehicle will provide LEU staff a more
safe and efficient platform for maintaining the City's electric distribution
system, including emergency calls. This purchase does not impact the
General Fund.
FUNDING AVAILABLE: Fiscal Year 2020/21 Account No. 50199000.77040.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BID PROCESS AND PURCHASE ONE
BUCKET TRUCK MOUNTED ON 2022 FORD F-550 CHASSIS FROM
ALTEC INDUSTRIES, INC., OF DIXON, UTILIZING COMPETITIVELY -BID
SOURCEWELL CONTRACT NO. 012418 -ALT
WHEREAS, Lodi Electric Utility (LEU) currently utilizes a 2009 Ford F-550
bucket truck (Vehicle No. 09-046) to perform maintenance and troubleshooting activities
associated with the electric distribution system, including emergency response calls; and
WHEREAS, this 11 -year old vehicle is utilized daily on a regular basis and has exceeded
the life expectancy for this type of equipment and has repair costs totaling $27,574.68; and
WHEREAS, this vehicle is critical to ensuring safe, reliable electric service for LEU
customers; and
WHEREAS, per Lodi Municipal Code Section 3.20.045, State and Local Agency

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to waive the bid process and purchase one bucket truck mounted on a 2022
Ford F-550 chassis from Altec Industries, Inc., of Dixon, California, in an amount not to exceed
$175,000, utilizing the competitively -bid Sourcewell Contract No. 012418 -ALT.
