Main, Administrative Lieutenant In recent years, the city of Lodi's Animal Shelter has undergone many changes that have resulted in a more effective operation and overall better service to the citizens of Lodi. Many of these changes have included additional equipment and part time staffing as well as better utilization of volunteers. While the changes have been welcomed more needs to be done in order to better staff the shelter. Staffing Levels The current staffing level at the Shelter is inadequate. In 1967 the Animal Services Unit consisted of two full time employees when the population was approximately 25,000. Currently the population of Lodi is approximately 58,000 and the only addition to staff in recent years were a part time kennel person and a part time animal services officer assistant. This makes it very difficult to adequately staff the Shelter and provide a consistent level of field services. The daily walk in traffic ranges from 55-60 persons per day. The Shelter averages approximately 26 phone calls per day and animal services officers respond to approximately 10 calls for service per day. As you can see this is an extremely high caseload for the number of people assigned to the Shelter. I have included a graph, which lists the total number of requests for services for 1995, 1999 and 2000 year to date. Additionally, there has been no provision for clerical staff or office assistance, which hinders the hours the Shelter remains open to the public. There are volunteers assigned to the Shelter however they are not necessarily trained to handle all types of animals or specific adoption transactions. The Shelter does attract a core of volunteers who can help staff the office. It is not fair however to expect volunteers to work in the place of paid employees who have been fully trained in animal services. Attached is a comparison of staffing levels among the various animal services agencies in San Joaquin county. The total staffing represents both full and part time employees. I have also included information with regards to the staffing versus population. The city of Lodi currently is listed with three employees which include both fulltime and part time positions. This gives the city of Lodi a ratio of one Animal Services Officer for every 18,000 population. The city of Stockton is the only city with a higher figure. The city of Tracy maintains a staffing ratio of one employee for every 12,000 population and the city of Manteca one employee for every 14,000 population. By adding one additional employee the city of Lodi would then have a ratio of one employee for every 14,000 population which more closely resembles other cities in San Joaquin County.
