AGENDA TITLE: Adopt a Resolution Accepting a Bicycle Motocross BMX Facility Development Grant
in the Amount of $5,250 from the National Recreation and Parks Association
(NRPA) and Direct Staff to Draft an Agreement with Oak Creek BMX Organization
for the Construction and Operation of a BMX Facility.

RECOMMENDED ACTION: That the City Council adopt a Resolution accepting a bicycle
motocross (BMX) facility development grant in the amount of
$5,250 from the National Recreation and Parks Association (NRPA)
and direct staff to draft an agreement with the Oak Creek BMX
Organization for the construction and operation of a BMX Facility at the Century Boulevard extension.
BACKGROUND INFORMATION: On March 2, 1999, a group of citizens came before the Parks and
Recreation Commission requesting consideration for support of a
BMX race track in Lodi. The group was seeking City -owned land
but they would build, maintain, and operate the track. The Parks
and Recreation Commission encouraged the group to move forward and discuss the concept with City
staff. Meetings were held with Department, Administration, and Public Works staff. After considerable
discussions with City staff, it was decided that the Century Boulevard extension would be the best
location.
On June 1, 1999, the Parks and Recreation Commission voted 3-0 in favor of supporting a BMX facility
at the Century Boulevard extension and forwarding their recommendation to City Council. Council
reviewed and discussed the proposed BMX track at their August 3, 1999 Shirtsleeve Session. Council
requested certain information from BMX which is attached for your review (Exhibit 1).
The Lodi Parks and Recreation Department submitted and received one of only 20 BMX Facility
Development Grants offered by the National Parks and Recreation Association (NRPA). This grant will
include equipment and in-kind support to construct a competition -quality facility. Specifically, the grant
will cover the following items: a starting gate ($1,500), a rapid gate ($850), a Sure Start system ($750), a
Moto -Maker software package ($150), an operator, and the equipment needed to build the track for a
period of five days ($2,000). The expectation of NRPA was to complete the BMX track construction by
December of 2000; however, they are willing to give us an extension.

Lodi BMX has decided not to pursue the construction and operation of the track for various reasons. It is
staff's recommendation to move forward with authorizing Oak Creek BMX Organization to construct and
operate the facility.
Bruce and Linda Minton (Oak Creek BMX Organization) have constructed and operated six BMX tracks
since their first track in April 1983. Their main focus has been on the Roseville track over the past decade
where they have hosted four Nationals with 6,000 people in attendance. They have also hosted 11 State
Final Races and 10 Gold Cup Qualifiers. The Roseville track is number 2 of 230 tracks in the Nation. The
Oak Creek BMX Organization has run thousands of local races in the past 18 years and has made
valuable contributions to the Roseville community in giving them a source of family recreation and quality
time together. The Oak Creek BMX would like to extend an opportunity to Lodi in a joint effort to provide
another quality recreational activity to the Lodi community.
Oak Creek BMX will be required to submit an application for a Use Permit, which must be reviewed and
approved by the Planning Commission. The Use Permit will address such issues as hours of operation,
noise, and lights. Staff will concurrently draft an agreement between the City of Lodi and Oak Creek,
which will be, brought back to Council for approval.

Oak Creek BMX Proposal
What is BMX?
The sport of bicycle motocross began in the early 1970's in southern California. A handful of
riders started riding their stingray type bikes off road in vacant lots and fields. Not much
competition but a lot of fun. Today the sport of bicycle motocross is sweeping the country and
the world. There are over 150,000 riders of all ages racing in organized races at permanent tracks
across America. BMX racing is clean and exciting fun for the whole family to be involved in
whether as a racer, spectator, pit crew or track volunteer. Races are organized according to age
group and skill levels, so everyone has an opportunity to compete. Even beginning riders have
the chance to race safely with other new riders. All riders compete for awards and ABA points.
The ABA points system determines a riders annual ranking within that rider's district. Points are
published in the BMXer magazine, which each rider receives monthly.
Who can race?
Races are organized into girls and boys classes then subdivided into age groups and skill levels.
The age groups range from 5 and under to 51 and over classes. Within these age groups are three
skill levels: Novice, Intermediate and Expert. All riders start as novices and work up to the more
advanced levels by winning races.
Why the ABA?
The American Bicycle Association system of operation is a comprehensive program, which has
proven itself through more than 20 years of successful use. The program has been amended
occasionally to keep up with changing situations but the basic construction has remained. The
ABA strives to cater to the local track program and its membership while offering national level
competition for the more accomplished riders. Through the different levels of competition
available, both rider and track operator benefit. This being that as a rider becomes more skilled in
ability and gains confidence, that rider will seek out other competition and begin traveling to
other tracks. This cooperation among ABA tracks helps create a positive flow of new riders to
each track while increasing the excitement level for the competitors. It's a win-win situation.
Where is the proposed temporary site for the Lodi BMX Track?
An excellent place for the track site is the West End of future Century Boulevard, west of
Stockton Street, and north of Salas Park. Richard Prima, Public Works Director, reviewed the
location as a good location. Please see an attached letter of support from Mr. Prima.

Why does this community need a BMX Track?
We feel this "alternative" activity provides numerous solutions for problems facing youth in the
Lodi community. It has been proven in other communities that using the vehicle or "hook" of
BMX helps form community-based partnerships with local police, probation, schools, city, civic
and other groups in providing services for our youth. The results of all referrals from police,
probation, schools, etc. have proven positive for youth and their families. BMX is a great
"prevention/education program."
The Oak Creek BMX Organization are very interested in having our program serve as a "pilot" or
"model" in sharing the many positive aspects of the program. Some of these include:
• Establishing "community based partnerships" with local schools, police, parks & recreation,
etc.
• Providing "positive" outlets for all youth, specifically targeting those "at risk".
• Creating grounds for education and prevention measures within the community.
• Innovative means of attracting and attaining the attention of youth in an "alternative
program" that reinforces self-esteem, responsible decision making, good values, family
participation, bicycle safety & others.

groups within the Lodi community. Letters are from the Lodi Youth Commission (Attachment
C), Boosters of Boys & Girls Sports (Attachment D) and GREM, Inc. (Attachment E)

Project Proposal
Hours of operation (ABA must approve all practice and race dates):
Practice Wednesday from 6:00 p.m. to 8:00 p.m. (if necessary, Monday's same time)
Races Thursday from 6: 00 p.m. to 10:30 P.M.
These dates and rimes are tentative, awaiting approval of ABA.
The point's season closes on December 15 and re -opens on January 1. Some tracks have been
known to host New Years Eve races. Make up races (rainouts) can be scheduled on non -race
days.
Bleachers:
Bleachers are tentatively going to be donated by the Parks & Recreation department. If this is not
possible we will design grassy landscaped areas.
Bike Shops
We will be working in conjunction with the bike shops in our community. We will keep them
informed of our operation and what we can do for each other. We will ask them to allow us to
place our posters, flyers and other material in their shops. We would also like to offer them a
sign at our track for a discounted rate. We will also encourage them to sponsor a team to help
promote each one's shop. Or, maybe even support two teams with one being made up of BMX
customers who might realize a percentage discount on items purchased based on the shop's
budget.
Civic Clubs
We will let the Community Leaders know what BMX is and what our program is doing for young
people in the Lodi community. This potentially can give us the opportunity to present our
program to individuals that can become supporters of our programs when we need their support.
Local Merchants
The local merchants in the Lodi community could be invaluable assets to our track's success.
Their support can come in several forms: Buying advertisement signs at the track or sponsoring
our trophies and awards, sponsoring a race or a series of races and/or placing our information
posters and flyers in their place of business. We will be sure to develop a complete written
proposal to present to the prospective sponsors outlining what we will do for them. Detailed help
in this area is available to us from the ABA.
Advertising
Although we are on a small budget there are places where just a few dollars will go a long way.
Church flyers, schools, media, neighborhood shoppers and school papers will be utilized to get
the word out. Flyers, posters and other door to door techniques also can provide maximum
exposure with minimum expense.
Restrooms
The Oak Creek BMX Organization will provide portable toilets.
Parking
The Public Works Department will construct a parking lot that will be jointly used for Salas Park
and the BMX Track.
Concession
We would like to have someone (i.e. youth organization) operate the concession stand.
Sound System
A portable P.A. system (20 amp) will be used.
Dust Control
The track will be hard packed and we will hose down the track as needed to control the dust.
Lights
Track lighting is mandatory for night racing. Night racing allows a track to escape the heat of
day in warm weather and makes weekday racing or practice possible.
Insurance and Deductible
All ABA tracks are required to carry liability insurance that is provided by the ABA upon the
approval of ABA sanctioning. The insurance coverage includes a minimum of $1 million dollar
spectator and participant liability, as well as public liability. The landowner and whoever else is
involved with the property can also be listed as an additional insured on the certificate of
insurance. Coverage is provided 24 hours a day, 365 days a year. This means coverage exists for
those times when the track is not being used for a race. Organized practice sessions are included
in the 24-hour coverage and do not require a sanction fee. The insurance fee equals $1 per rider
to a maximum of $50 per race day. In conjunction with this coverage, each participant is covered
with secondary medical insurance. All riders on the track, whether racing or just practicing,
MUST be ABA members for insurance purposes.
Part 1
Liability insurance
This portion of the policy covers the ABA track owners, operators, staff and additional insured
during race activities, practices and during times that the insured may be held responsible for the
premises. Any accidents or injuries that might result in a lawsuit, or where the insured might be
held liable, should be reported. The coverage includes injury to spectators and participants.
Liability Coverage
$1,000,000 minimum per occurrence limit covering premises —No deductible. Spectator and
participant coverage for losses where insured is legally liable.
Part 2
Medical insurance
This portion of the policy is only for ABA members that are participating in races or official
practice activities on the track premises. The coverage is secondary and should only be utilized
when the member either has no other medical coverage or the injury is severe enough that their
primary medical coverage won't cover the medical bills.
Accident Coverage
Secondary coverage only. Cash deductible — Applies to members only.

Using the most optimistic example, 80 riders per race, and 30 riders per practice, the following
would be the annual numbers:

The Oak Creek BMX would hope to meet these projections in the initial 12 months of operation.
Given the National averages this is optimistic, however we have been able to exceed the average
as a rule. This would give us (Oak Creek BMX) enough income to cover construction and
maintenance during the first year. As in most businesses it will be difficult to project profits in
the first year, therefore we will need a renewal contract for a period long enough to compensate
for our efforts in building a rider base. A minimum of 10 years is desirable or we won't be able
to make wages. Our intention is to give the concession to a local group and to spend some of
their income on generating new members as they currently do. If we can capitalize on some
major events it will increase the income and the workload and spotlight our program in the BMX
community, as well as in the public eye. We will be prepared to meet these challenges as they
present themselves, and have many years of experience in doing so.
The Oak Creek BMX Organization anticipates working with the Lodi Parks & Recreation
Department in giving no cost clinics to local youth in an effort to introduce the sport to the area
while helping direct the energies of those kids in the recreation programs.
The Oak Creek BMX Roseville track has been in the top I% to 3% of all of the tracks in the
Nation for over 18 years. This is based on new members and renewals. Our program is focused
more on the recreational racer rather than the Factory Pro and I believe this will be most
beneficial to our local community youth and keep BMX healthy in Lodi.
Notification to Neighbors and Feedback
A letter to residents and business owners was mailed October 19, 1999 (Attachment F). To date
we have received no feedback. Please see an attached letter and a mailing list.

I have reviewed the BMX track concept and preliminary plans and am confident that the
proposed location at the west end of future Century Blvd, west of Stockton St., and
north of Salas Park is a good location. In fact, there are Public Works employees
interested in doing volunteer work off hours, using some of our equipment, to help build
the facility and I have approved this as well.
There are underground utilities in the area and we have attempted, unsuccessfully to
date, to obtain funding for a pedestrian/bicycle path crossing the railroad tracks at this
location. Therefore we will .need to review and approve final construction plans.

our property, Century Self Storage. Considering the information I have been given, I
would offer our support for the project to be built. I feel it is an appropriate use of the
property that also benefits the community.
Our property, which is located at 1935 S. Stockton Street, has experienced some
unpleasant incidences such as vandalism to landscaping, graffiti, and even a fire near the
railroad tracks. I feel this is due largely because the property is currently vacant and
uncontrolled. With a controlled use of the property, as you are proposing, I feel these
types of problems would not be an issue.

Dear Residents and Business Owners,
This letter is being written asking you to consider a future bicycle race track for our youth in the
local Lodi area. As -you probably know, there is'a vacant lot locatedbetween Sala§ Park and
' Centwy Storage which is in close proximity to your home or business. This lot is not being used
• for anything but an access path for individuals (primarily youth) to cross through in route to and
from the railroad tracks. In its present condition, the lot is simply an invitation to illegally and
dangerously welcome kids to cross the railroad tracks in the absence of a proper railroad crossing.
An initial solution to this problem may be to put up a fence. Now you know, the last
thing a kid wants to see is another fence restricting an area that is often frequented. The
youth of Lodi have already been subjected to the closing of the Five -O Skate Park, Tokay
Bowling Alley, and two movie theaters. in addition, a recent attempt to build an outdoor
skate park was denied. The youth do not often frequent other city parks because of existing
restrictions banning skateboards, bicycles, etc. When our children are slowly deprived of
available activities, where do they go to spend their vast energies? When these young people
haven't anywhere to go that offers a challenge, how many of them will become involved in
vandalism, drinking, stealing, or drugs for excitement?
Young people are active and energetic. They are learning, growing and testing
themselves and their environment. They are changing in mind and body from children into
adults. During this cataclysmic process, they will need and eventually find an outlet to
release their pent up energy, if not in a positive, then a negative manner. Will their outlets be
physically and mentally healthy or unhealthy?
Isn't it time we create a park that truly reflects the needs and desires of the local youth?
There is a non-profit organization in Lodi that thinks so. This organization is called Lodi
BMX Association. BMX stands for Bicycle Motocross. BMX originated in 1969 in southern
California and has spread throughout the U.S. and many countries of the world. Today the
sport of BMX involves thousands of 'riders, both girls and boys, from 4 years old to over 50.
Rider's race according to age and skill levels, so everyone gets the opportunity to compete
on a fair and competitive basis. Therefore, brand new riders have a chance to learn and race
safely with other new riders. As riders begin to gain experience, they move up in skill
classification. All riders compete for trophies, medals, ribbons, and points. It is an individual
sport, which offers many lessons that can be applied directly to adult life in our competitive
society. It is also a sport that the entire family can, and usually will, become involved in.
BMX is fun for the whole family because even if you are not racing, you are probably
helping with coaching, bike repairs, and of course cheering.
Maybe you have kids who would benefit from this sport, or who knows, maybe you
yourself would enjoy racing; Perhaps you are not interested directly, but take a look at the
kids hanging around your neighborhood. Wouldn't you like to encourage a sport that would
motivate our youth, teach self-discipline, and reinforce self-esteem? If so, we need your help
in locating a piece of land for this sport.
As you may have gathered, the Lodi BMX association is looking at the possibitly of
building and operating a BMX park near your neighborhood, just on the north side of Salas
Park. The BMX Park would be built inside the vacant lot, and would be completely fenced
' olf, eliminating the access rout over the railroad tracks. The track is formed using high clay -
content dirt, and is kept watered down during practices and races to control dust. A sound
system is used to announce the race number and winners names. There still be a concession
stand, and bleachers for spectators. The park is scheduled to be open Tuesday and Thursday
afternoon for practice, and Saturday and Sunday afternoon for racing. Whenever the park is
open, there will be adult supervision at all times. In addition, the cost to build and operate
this park will be funded by the Lodi BMX Association, which means there will be no cost to
the tax payer whatsoever.
The purpose of this letter is not only to inform you of the intent of the Lodi BMX
Association, but also to inquire about any concerns you may have as being neighbors of this
park. The Lodi Parks and Recreation Department, Lodi Youth Commission, and B.O.B.S.
have all given their support. However the Lodi City Council, as well as the Lodi BMX
Association, is very concerned with any input you may have regarding this sport, and the
possible location site. We would very much like to hear from you regarding these issues.
If you would like to respond in writing, please write to the above address. Otherwise, a
public hearing will be held soon by the Lodi Community Planning Commission in which
you will be notified in advance by mail. In addition, this meeting will be open to the public
through notification by the Lodi News Sentinel.
We would very much like to hear your concerns and hope you will join the community
by expressing your support for bringing a tax-free, fully insured, youth sport to our city.

An ABA BMX track is a great way of keeping kids and adults cff the busy"streels with their BMX
bicycles. Currently the American Bicycle Association has over 54,000 members across the U.S.

Operators in the country. Bruce and his crew have been successful at earning the state final race

year in each respective state The mere fact that he has earned this event so many times is
testimony to the operation he runs. Not only was he the top track in the state of California he was
the number two track in the country. Also due to the schedule that Oak Creek runs they were the
number two track in the country in regards to total participants serviced at the track.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORZING STAFF
TO DRAFT AN AGREEMENT WITH THE OAK CREEK BMX
ORGANIZATION FOR THE CONSTRUCTION AND OPERATION OF A
BMX FACILITY AT THE CENTURY BOULEVARD EXTENSION, AND
FURTHER AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE SAID AGREEMENT
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes staff to draft an agreement with the Oak Creek BMX Organization for the
construction and operation of a BMX Facility at the Century Boulevard Extension; and
BE IT FURTHER RESOLVED, that the City Council hereby authorizes and
directs the City Manager to execute said agreement on behalf of the City of Lodi.

A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING A
BICYCLE MOTOCROSS BMX FACILITY DEVELOPMENT GRANT
FROM THE NATIONAL RECREATION AND PARKS ASSOCIATION
WHEREAS, on March 2, 1999 a group of citizens came before the Parks and
Recreation Commission requesting consideration for support of a BMX race track in Lodi;
and
WHEREAS, on June 1, 1999, the Parks and Recreation Commission voted 3-0 in
favor of supporting a BMX facility at the Century Boulevard extension and forwarded their
recommendation to the City Council; and
WHEREAS, the City Council at the August 3, 1999 Shirtsleeve Session reviewed
and discussed the proposed BMX track, and requested further information from BMX; and
WHEREAS, the Lodi Parks and Recreation Department submitted and received
one of only 20 BMX Facility Development Grants offered by the National Parks and
Recreation Association; and
WHEREAS, this grant will include equipment and in-kind support to construct a
competition -quality facility, and will include the following:
Starting Gate: $1,500.00
Rapid Gate $ 850.00
Sure Start System $ 750.00
Moto -Maker Software Package $ 150.00
Operator and Equipment Used in Construction of the
Track for Five Days $2,000.00
NOW THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby accepts
the Bicycle Motocross BMX Facility Development Grant in the amount of $5,250.00 from
the National Recreation and Parks.
